II. Organizational Context and Scope

Brief definition of the organizational context, reporting lines and scope, for example:

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Unit for Protection in Bahrain, the incumbent will be tasked with providing administrative and logistical support to the screening and case management of vulnerable migrants, as well as facilitation of funding and case monitoring and evaluation.

III. Responsibilities and Accountabilities

    • Provide administrative, logistical, and monitoring support to the screening and case management of vulnerable migrants, including victims of trafficking (VOTs) and stateless people, prepare/maintain comprehensive individual case notes and reports for follow up
    • Prepare Draft budgets for each individual’s assistance needs, coordinate with and apply for funding from the various IOM funding sources (i.e Bali Process, GAF, HASM, EVA) to provide direct and return assistance on a case-by-case basis
    • Coordinate with Bahraini and Saudi authorities, as well as embassies and CSOs in Bahrain, Saudi Arabia and the UAE on issues related to travel / ID documentation, immigration status, accommodation, medical care, travel arrangements etc
    • Coordinate with Movement Operations colleagues at IOM Amman and HQ as needed, as well as with IOM offices in transit and destination countries on the reception of returnees
    • Draft and update internal Protection SOPs for assisting individual vulnerable migrants (including Victims of Trafficking, Unaccompanied Children, Survivors of SGBV, persons with disabilities etc), in addition to AVRR for migrant groups returning per charter flights, and provide training and guidance to relevant staff on the SOPs, as well as other key protection activities and protocols
    • Support the development and implementation of a monitoring and evaluation system for assistance to vulnerable migrants
  1. – Deliver training and provide technical advice on case management to other IOM Bahrain staff and counterparts as needed
    • Maintain a comprehensive database of service providers, for referral; and make referrals for assistance to other entities, as required;
    • In a timely manner, advise the Head of Unit of any challenges and emerging trends within assistance requests, to inform evidence-based project development and communications, and support with substantive inputs where requested;
    • Support the development of Information and Education Communication (IEC) material, to share with potentially vulnerable migrants, or their embassies, to promote understanding of IOM work;
    • Organize the translation of assistance related documents, maintaining a high quality;
    • Assist in preparing and maintaining timely and quality preparation and submissions of all project reports relevant to assistance to migrants, according to IOM and donor formats, as required, as well as monthly reports on assistance provided, for internal use;
    • Maintain a detailed and data-protection-compliant e-filing system for all case files; and enter the information in the MiMOSA database

IV. Required Qualifications and Experience

Education

  • High School diploma with six years of relevant professional experience, or,
  • University or Bachellor’s degree preferably in social work, social sciences, psychology or other related field, with four years of relevant professional experience, or with a combination of relevant training and experience in similar areas.

Experience

  • Experience in the area of migration, refugees and reintegration of migrants and victims of trafficking
  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society or private sector entities is an advantage
  • Personal commitment, drive for results, flexibility, and ability to work effectively and harmoniously with colleagues from various cultures and professional background.

SKILLS

  • Good communication, inter-personal and negotiation skills.
  • Ability to work under stressful working conditions such as tight timelines and managing large beneficiary caseloads.
  • Strong analytical, organizational and reporting skills.
  • Good level of computer literacy; proficient in Microsoft Windows and MS Office applications.

V. Languages

Required: For this position, excellent English, both in writing and speaking is required

Desirable: Arabic and/or French
