Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Working under the overall guidance of the Chief of Mission (CoM), Yemen and the direct supervision of the Senior Field and Programme Coordinator and in coordination with the relevant units at Headquarters (HQs) and Regional Office (RO) in Cairo, the successful candidate will be responsible for the successful implementation and overall management of the portfolio of Health programmes and projects of IOM.

Core Functions / Responsibilities:

  1. Coordinate and supervise the overall management and administration of IOM’s Migration Health Programme in IOM Yemen.
  2. Develop and implement the Migration Health strategy for IOM Yemen in coordination with the Regional Migration Health Specialist and identify new health programme/project possibilities consistent with expressed Government needs and IOM’s mandate and strategy in Yemen; on this basis, draft/formulate and develop proposals in close coordination with the project development unit and the Regional Migration Health Specialist and follow up on submission to donors.
  3. Provide strategic and technical guidance for emergency health programming and healthsystem strengthening activities to ensure quality control and assurance and compliance with global health standards. Programming may include outbreak preparedness and response, Primary and Secondary Health Care service delivery, Community Health Education, Voluntary Humanitarian Return, health infrastructure development and capacity building programming
  4. Develop, prepare, implement and manage health projects and programs ensuring that they are:
  • consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies;
  • consistent with the different project specifications and donor requirements;
  • coherent, relevant, and feasible, and consider good practices in the area of migration health;
  • developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
  1. Ensure an appropriate and timely resource mobilization for the successful implementation of the different projects in the Migration Health Programme.
  2. Exercise administrative, operational and financial management responsibility for relevant projects.
  3. Proactively identify program development opportunities, new funding sources, new thematic areas of technical intervention and establish strategic partnerships that would promote the expansion of the IOM Health portfolio at the country and regional level. Liaise effectively with donors at local and regional level and secure adequate funding to sustain the Health program.
  4. Supervise clinical and non-clinical IOM Migration Health staff to ensure continuous provision of quality migration health services throughout IOM Yemen; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Informs in due time the CoM and the IOM Ethics Committee of any issues regarding staff misconduct.
  5. Propose, oversee and organize training for staff and implementing partners as agreed with the management and deemed necessary/requested by the implementing partners and staff. Train IOM migration health staff on all relevant technical instructions on migration health assessments and pre-departure medical screening.
  6. Ensure that the Health program is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tunning of systems and processes.
  7. Lead the liaison with the Yemen Government’s Ministry of Health on IOM’s Migration Health role and positioning in Yemen, to advocate for migrant inclusive health policies, migrant sensitive service deliveries, and migrant inclusive disease surveillance, address the migration aspect of health issues as well as the social determinants of health for migrants and host communities, the set up within the Government owned hospital, host communities, liaison with the National Control and Disease Center (NCDC), National TB Program and other relevant vertical programs in in Yemen.
  8. Develop, strengthen and expand partnerships with the Ministry of Health, World HealthOrganization (WHO) Country Office and other relevant UN and NGOs and parties, including local NGOs/CBOs to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level).
  9. Provide periodic technical updates of all IOM Yemen health activities and documentation/dissemination of best practice materials in close coordination with the IOM Yemen Chief of Mission, Regional Migration Health Specialist in Cairo and MHD at HQs.
  10. Facilitate close collaboration with IOM’s other service areas in the country to integrate and mainstream health into project proposals, tools and strategies where relevant and possible.
  11. Oversee all procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and/or implementing parties.
  12. Ensure cross-cutting issues are integrated in the Health programming such as gender-based violence (GBV), Accountability to Affected Populations (AAP) and other protection related mainstreaming.
  13. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Medicine, Nursing, Public Health or related field with a Master’s Degree in Public Health or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with at least nine years of relevant professional experience.
  • An additional qualification in clinical medicine, tropical medicine, maternal and child health or public health is an advantage.

Experience

  • Experience in health activities of which at least five years are at an international level, preferably involving migration health issues;
  • Experience in managing significant and complex emergency health programmes;
  • Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;
  • Proven experience with developing and implementing programmes in migration and health;
  • Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society.
  • Proven experience in communicating scientifically to specialized audiences.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
