Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and direct supervision of the Senior Field and Programme Coordinator, the Senior Programmes Coordinator (Protection) will be responsible and accountable for developing, overseeing, coordinating and managing the successful implementation of the portfolio of Protection programme and projects of IOM Yemen Country Office (CO) and its plans and policies to ensure Yemen CO’s mandate and objectives are met with respect to the Protection programme.

Core Functions / Responsibilities:

  1. Lead the development and execution of the overall Protection strategy for IOM in Yemen CO, and ensure centrality of protection in IOM operations.
  2. Oversee all programme and operational components of the Protection programme including the development and/or review of concept notes, proposals and budgets, ensuring that mechanisms and modalities to be implemented are appropriate and in line with standards that have been agreed in Yemen, as well as global standards and best practices.
  3. Identify and oversee the development of new Protection programme and strategy-level modifications and respond to changing host country and donor requirements. Lead the development of interventions that position IOM in new developments and new strategic areas in consultation with the Protection Division (PXD) at Headquarters (HQs), Regional Office (RO) MENA, Member States and relevant actors. Proactively mobilize resources and donor funding to sustain the Protection programmes and establish new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the IOM Protection portfolio at the country and regional level.
  4. Oversee all operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of project implementation, in coordination with the Resources Management Unit (RMU), as required. Ensure that project implementation meets the intended scope, timeframe, quality, targets and budget and is in line with donor requirements.
  5. Lead the development of the analysis of protection related trends and the formulation of strategic analysis, planning and evaluation of programme activities, and provide policy advice for programme management and portfolio development. Hold regular briefings for donors, embassies and partners to raise awareness of the protection situation in the country and support resource mobilization.
  6. Represent IOM as the co-lead of the Refugee and Migrants Multi-Sector (RMMS), ensuring active participation in the sector with a focus on providing a strategic vision for the sector, that proper coordination mechanisms are in place, regular engagement with the Inter-Cluster Coordination Mechanism (ICCM) and other forums, timely and accurate reporting of sector needs, gaps and achievements and the application of common standards and guidelines across the sector.
  7. Lead Yemen CO’s engagement in the IOM Regional Migrants Response Plan (RMRP), representing the CO at relevant forums and ensuring that the CO’s strategy is in line with the RMRP framework.
  8. In coordination with the RMU and Procurement and Logistics Unit , oversee all Protection programme related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and/or implementing parties.
  9. Proactively identify programme development opportunities in Yemen, new areas of technical intervention and strategic partnerships that would promote the expansion of Protection portfolio.
  10. Actively liaise with the Protection Cluster, other relevant agencies, government authorities/entities and any other relevant stakeholder to ensure that IOM Protection activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.
  11. Work in close coordination with the Movement and Operations Unit in the implementation of the Voluntary Humanitarian Return (VHR) Programme.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development Studies, Humanitarian Aid, Protection, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Demonstrated experience in managing Protection related programmes, at a managerial professional level in emergency and conflict environment;
  • Protection technical and managerial experience to guide and lead the Protection project teams;
  • Field experience in a complex humanitarian emergency or post-conflict environment;
  • Experience in project or programme management in an emergency and post-crisis setting; and
  • Experience in effective liaison and coordination with authorities, donors, local communities, partners and relevant inter-agency coordination forums.

Skills

  • Knowledge of project management including administrative and financial management;
  • Excellent Monitoring and Evaluation Skills, applied in protection programming; Managerial Skills; Organizational Skills; Accuracy; Ability to work with minimal supervision;
  • Knowledge of project development process and effective report writing;
  • Sound communication and negotiation skills; and,
  • Knowledge of the Humanitarian and Development Nexus.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
