New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the Department of Political and Peacebuilding Affairs/Peacebuilding Support Office (DPPA/PBSO) to implement the project activities for the Humanitarian-Development-Peacebuilding and Partnership project on behalf of the PBSO.

The HDP Partnership Facility, established under the Peacebuilding Fund in 2019, advances the strategic partnership between the UN and the World Bank in crisis-affected situations, under the 2017 Partnership Framework, through small grants to UN entities consolidating advisory, liaison, data, analytical and operational capacities. The Facility will focus on reinforcing its knowledge management and monitoring capacities to best capture lessons, results and contribute to a wider dissemination of partnership initiatives with the IFIs in crisis affected situations.

This position is based in New York and may require international travel as COVID-19 restrictions allow.

This position in UNOPS requires close coordination with the PBSO and other UN entities. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the supervision of the Programme Manager of the facility the incumbent will carry out the following activities:

  1. Support to internal knowledge management strategy: Support quality/consistency of reporting by HDPP-Facility recipients:
  • Contribute to developing a system which captures good practice and disseminates these to a community of practice including through outward facing activities;
  • Support to aggregating relevant news and commentaries related to IFIs policy, financing and programming in crisis-affected settings;
  • Support the development of platforms for dissemination and easy access to partnership info and contribute to knowledge sharing.

2. Support the production of a yearly monitoring report on priorities under the 2017 Partnership Framework

  • Assist in the compilation of results achieved under the 2017 Partnership Framework and liaise with other organizations designated focal point under the agreed division of labor;
  • Reach out to UN entities and other stakeholders as needed to clarify inputs to the report;
  • Receive feedback on draft report and work to incorporate with a view to producing a final report.

3. Other activities as tasked by the Partnership Team

  • Contribute to liaison and advisory engagement with UN led teams as requested;
  • Contribute to advising and monitoring risk analyses/data initiatives ;
  • Assist in project management support to the overall implementation of HDPP Facility grants working closely with the Programme Manager;
  • Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.

The effective performance of the Senior Programme Manager Analyst directly impacts the successful running of the HDPP facility and ensures a good UN-World Bank partnership.

Education/Experience/Language requirements

Education:

  • Advanced university degree (Master’s degree or equivalent) preferably in political science, international relations, international security, economics, development, social science, journalism or another relevant field is desirable. 2 years of additional experience may be accepted in lieu of the advanced university degree.
  • First level university degree (Bachelor’s or equivalent) in combination with 2 additional years of relevant experience may be accepted in lieu of an Advanced university degree.

Work Experience:
Required:

  • Minimum two (2) years of experience with research or data analysis is required

Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply)

  • Experience with the United Nations or other International Organizations is an asset.
  • Experience in knowledge management is desirable.
  • Experience in data analysis, information management, and setting-up visualization tools for internal and external audiences is strongly desired.

Language Requirements:

  • Fluency in oral and written English is required.
  • Additional working knowledge of French is an advantage
