Senior Programme Manager at European Institute OF Peace

We are looking for a Senior Programme Manager to be part of the Engagement, Dialogue & Process Design (EDP) Unit. The Senior Programme Manager will lead on the design, development and implementation of the Institute’s work on various files.

He/she will be reporting to the EDP Director.

Duties and responsibilities

The Senior Programme Manager’s responsibilities will include:

· Lead and contribute to the design, development and implementation of high-quality engagements and initiatives to prevent or resolve conflicts with an emphasis on peace process support initiatives which play to Europe’s strengths, keeping in mind the Institute’s vision, mission and goals;

· Take initiative, identify opportunities and plan and participate in scoping missions or other project development activities as necessary and subsequently develop strategies for the Institute’s interventions;

· Ensure operational and strategic coherence and take responsibility for ensuring that activities are implemented and products delivered;

· Providing in-depth analysis of comparative processes to assess useful lessons learned and ensure that they can be tailored to apply to other contexts;

· Organise consultations and closed discussions with relevant political actors from the international community to map interests, views and ideas of key stakeholders;

· Contribute to the Institute’s relationship management with relevant EU institutions, European governments, actors in the field and NGO counterparts to identify political priorities, regional interests and scope for collaboration;

· Identify new potential donors, maintain existing donor relations and establish new ones, and secure additional funding to be able to expand the scope of work;

· Coordinate and manage colleagues from EDP and other units as well as external consultants, fostering smooth collaboration and information-flow between units and engage regularly with other colleagues outside the teams to ensure coordination on new and ongoing project activities;

· Ensure sound financial management including monitoring and forecasting expenditure, overseeing financial reporting, and ensuring compliance with internal and donor finance procedures;

· Work closely with colleagues to contribute to analysis and compile briefing materials for internal and external audiences and events, including preparation of speeches for senior leadership, and lead or contribute to the development of relevant policy discussions, recommendations and process design options;

· Any other responsibility agreed upon with the line manager.

Profile

Education

· University degree in political science, conflict resolutions, international relations, or related field;

Experience

· Minimum 10 years of experience, at least 3 of them spent on concrete international efforts on mediation, mediation-support or dialogue facilitation;

· Experience working in conflict affected countries and with the design or support of peace processes;

· Understanding of EU policies, the functions of and workings of the EU institutions;

Languages

· Perfect command of English. Good command of Russian or Arabic is an asset;

· Excellent writing and analytical skills;

Competencies

· Ability to work well under deadlines;

· Meticulous attention to detail;

· Ability to work independently and as part of a small team;

Other

· Ability to work in Belgium (Belgian or EU citizen or currently in possession of a Belgian work permit).

The Institute offers

· Employment contract (open ended Belgian contract);

· Salary based on 13.92 months and commensurate to the position and experience.

· Benefits package which includes luncheon vouchers, hospital insurance, pension plan, and contribution to transportation;

· 40h/week including 12 RTT days per year;

· Orange SIM card;

· Contribution to teleworking allowance: €15.
