Context:

IOM, UN Migration Agency in Geneva, Switzerland is looking for a Senior Programme Officer who will be responsible for the (1) overall management, oversight, coordination, and fundraising of the PRD HLP Vault program, (2) oversight and support to new and existing projects and initiatives implemented under the Transitional Justice Unit and Peace and Recovery Division, and (3) specialized technical and advisory support to IOM Country Offices on HLP, documentation, and Transitional Justice projects and initiatives.

Core Functions / Responsibilities:

  1. Develop and implement the IOM Transitional Justice strategy, in line with IOM country, regional, and global strategic objectives, and the Division for Peace and Recovery.
  2. Lead the overall management of the HLP Vault program, overseeing budgets and finances, implementation, and leading fundraising, donor liaison, and stakeholder engagement efforts.
  3. Establish and strengthen partnerships with key stakeholders including project donors, EU Member States, UN, and Non-Governmental Organizations (NGOs), with a view to promoting coordinated and integrated interventions through new activities, ensuring the implementation of ongoing activities, and raising funds for new projects and initiatives.
  4. Coordinate Transitional Justice and HLP efforts and advise on best practices to promote integrated programming across sectors and phases of response.
  5. Represent IOM and the Transitional Justice portfolio in coordination forums and external meetings, including donor briefings, the UN Global Task Force for Transitional Justice, and relevant discussions.
  6. Mobilize resources through the development of new concept notes and operational frameworks, negotiating with donors, and leading the production of communication tools.
  7. Exercise administrative, operational, and financial management responsibility for relevan tprojects, maintain oversight of project cycles, and ensure programs are consistent with audit and donor requirements.
  8. Develop and deliver trainings and provide policy advice and technical backstopping to strengthen capacities within IOM COs and ROs.
  9. Review and endorse new or existing concept notes, proposals, and reports of COs for Transitional Justice and HLP-related initiatives.
  10. Assume Officer in Charge (OiC) duties for the Transitional Justice Unit where required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political Sciences, International Affairs, or a related field from an accredited academic institution with seven years of relevant professional experience; or, • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in the design, development, management, and implementation of large-scale projects related to Transitional Justice, HLP, and legal documentation.
  • Demonstrated experience in management of Transitional Justice initiatives, including reparations, HLP, and civil and HLP documentation (required).
  • Demonstrated experience in donor liaison, fundraising, and coordination.
  • Experience in communicating and working with a wide range of actors including people of culturally diverse backgrounds, government and authorities, humanitarian actors (UN agencies and NGOs).

Skills

  • In depth knowledge of HLP and Transitional Justice related areas work; and,
  • Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict and emergency contexts (required).

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and Arabic is required (oral and written). Working knowledge of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
