Full-time, 6-month Fixed-Term Contract

(With an extension of up to 28 months)

Job Overview

The MATAHATI programme (Promoting a Resilient and Inclusive Kupang District) aims to achieve an Inclusive and Resilient Kupang District by 2032. The programme is CBM Global Indonesia’s pilot of an integrated approach. The programme will involve five local partners to work with communities, local government, and other stakeholders to slowly promote an enabling environment for the fulfilment of rights and basic services for vulnerable groups and people with disabilities in Kupang District to become resilient and inclusive.

The Senior Programme Officer will contribute to the successful delivery of MATAHATI programme by providing management oversight and disability inclusion technical support in project implementation, monitoring, evaluation, and learning with CBM Global’s partner organizations.

Work from CBM Global’ partner organization office in Kupang.

Responsibilities and Duties

Programme Implementation (30%)

a. Facilitate programme inception activities, kick-off, and other partner induction sessions with support from Country Team as appropriate.

b. Provide clarity to partners on the project objectives, their specific interventions, deliverables in terms of targets, activity outputs, outcomes, expected results.

c. Work closely with the MATAHATI Partner’s Project Managers to coordinate quarterly project workplan.

d. Ensuring of effective systems for tracking implementation progress, including periodic reports, regular meetings, administrative matters, and action plans to solve operational problems leading to smooth implementation.

e. Providing feedback on the content of submitted partner reports and compliance with agreed deadlines.

f. Consolidate and prepare quarterly and annual narrative reports of the MATAHATI programme.

g. In coordination with Programme Finance and Administration Officer of the MATAHATI, monitor and analyze programme financial reports, including partner’s budget implementation rate and fund transfer request.

h. Manage and ensure completeness of programme data in Global Online, including updated workplan, indicator tracking, and risks register.

i. Notify CBM Global of any potential risks/operational hurdles that may impede the timely realization of project objectives or negatively affect the budget.

Coordination and Networking (20%)

a. Map and coordinate programme activities with partners and other local development actors, including government.

b. Identify and promote a culture of synergies between partners and other development actors including conduct of joint trainings, exchange visits to promote learning and exchange of ideas.

c. Mitigate and manage any potential conflicts within consortium members of MATAHATI programme.

d. Facilitate project visits by donors, media and local and overseas CBM Global staff as appropriate.

Technical Oversight and Capacity Building (20%)

a. Facilitating identification of partner technical capacity needs specific to project interventions.

b. Support technical aspects of the MATAHATI programme implementation through good coordination with Country and Technical Teams.

c. Facilitate appropriate refresher training to partner staff to enhance project delivery and impact.

Programme Quality, Accountability, and Learning (20%)

a. Work collaboratively with the MATAHATI Consortium MELF Officer to ensure projects data is collected, analyzed, and documented properly, programme progress is monitored, and programme learnings are captured.

b. Ensure the establishment of effective complaints and response mechanisms.

c. Facilitate annual reflection meetings with partners for learning and deliberations on remedial measures to observe programme quality deficiencies and other operational challenges.

d. Coordinate final evaluation of the MATAHATI programme with partners.

e. Ensure timely data flows, integrity, completeness, and safekeeping for accountability in Global Online.

f. Ensure partners employ inclusive processes and do no harm concepts.

g. Generate evidence to support advocacy initiatives and communication material for promotional purposes (includes short video’s human-interest stories, etc.)

Support CBM Global Indonesia Country Strategic Plan Implementation (10%)

a. In the event of an emergency, in coordination with Programme Manager, support Humanitarian Coordinator for collecting reliable information, determining priorities and an appropriate intervention by CBM and its partners, developing humanitarian funding proposals, and setting-up of inclusive emergency response and recovery programme.

b. In coordination with Programme Manager, effectively represent CBM Global at the relevant forum, including sharing project implementation plans, brief progress reports, etc. and feedback internally in CBM Global.

c. Upon the instruction of the line manager, perform ad hoc activities which are either by their nature related to his/her normal duties or evolve from programme operational requirements, including performing Partner Assessment.

Safeguarding Responsibilities:

Understands the incident management framework and their first responder role in recording, responding, and reporting incidents.

Understands the survivor-centred approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.

Skills

Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.

Behaviours

Treats the survivor and others involved in an incident with dignity and respect.

Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.

Person Specification

All of the following requirements are essential, unless marked with a * when they are desirable.

Experience

a. Professional experience in a national or international NGO with a minimum of 3 years at Senior Programme Officer level, with a track record in successfully coordinating and managing programme working in consortium arrangements.

b. Proven experience in results-based management and project cycle management, including assessment, monitoring, and evaluation, with a sound understanding of budgeting and budget tracking.

c. Demonstrated experience in managing internal and external relationships and partnerships particularly with implementing partners, project stakeholders, and donors

d. Experience of working with most at risk groups*

e. Experience of managing projects in humanitarian context would be an advantage*

Skills/competencies/personal qualities

a. Good knowledge of disability issues, understanding of UN-CRPD and skilled in advocating for and transfer of knowledge (capacity development) through training or provision of guidance

b. Skilled in sustaining collaborative relationships with stakeholders, internal and external.

c. Outstanding interpersonal and relationship building skills.

d. A self-starter: proactive, resourceful, a high level of autonomy and entrepreneurial.

e. Diligent, persistent with a can-do, positive attitude

f. Ability to demonstrate focus, coordination, prioritization skills and decisiveness, and meeting tight deadlines.

g. Passionate about effecting change for and alongside people with disabilities and their communities, with a deep commitment to the vision, mission, and value of CBM Global.

h. Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions, and personal backgrounds.

Qualifications

a. Relevant experience and qualifications in project management and administration

b. Good management skills with experience of implementing projects and managing budgets of institutionally funded programmes.

c. English professional proficiency.
