- Duties & Key Responsibilities
Programme Strategy
- Support the country team in the development and implementation of the Country Strategy, including identifying an appropriate partner portfolio, geographic locations for programmes and advocacy strategies as well as subsequent implementation.
- Assess the current partnership portfolio, identifying strengths, weaknesses, opportunities and threats.
- Identify and explore new partnerships in Iraq with organisations including organisational assessments, partnership mapping and establishing relationships for collaborating on programming and capacity building.
- Review existing partnering resources and identify additional needs to support assessment, monitoring, compliance/vetting, project cycle management etc.
- Participation and contribution in JISRA Advocacy meetings for identifying best reflection of Advocacy and FoRB in Iraq and drafting Annual Work Plan strategy
Programme Quality Management
- Provides technical support, mentoring and advice, or arranges for such support to be provided to partners, related to overall programme quality, as well as protection, peacebuilding, FoRB advocacy ( JISRA), psychosocial support, economic recovery and livelihoods, and environment sustainability.
- Support partners and build their capacity to ensure effective needs assessments are being conducted and beneficiaries participate in the design, monitoring, and evaluation of projects.
- Support partners and build their capacity to design project concepts and proposals for submission to Tearfund. This includes logframes with SMART objectives and defined indicators, Theory of Change, and budgets, in accordance with the respective country strategy objectives, Tearfund’s Quality Standards, and project cycle management goractood practice.
- Review and provide feedback on partners’ project proposals and reports; engage Technical Advisors and other stakeholders in reviewing partner project proposals and reports. Follow up with partners on incomplete or late reports.
- Ensure Tearfund projects are accurately and consistently updated in Tearfund’s project and funding tracking systems (Track), including through training and support for partner organisations to engage in these systems.
- Draft and edit reports on programmes and partnerships for Tearfund and donors.
- Working with other programme staff, with support as needed from the Programme Director, to develop and support partners to identify capacity strengthening approaches including in adherence to quality standards, and monitor progress against action plans and objectives.
- Manage and maintain accurate financial documentation, including records, Payment letters, and budgets, for the project in accordance with Finance & Operations Coordinator and organisational financial requirements .
- Coordinate and work with the ENA DMEAL Adviser to follow up on relevant M&E support requirements for partners including ensuring logframes are measurable.
- Coordinate and closely collaborate with other ENA program directors (EES, Fragile States and Peacebuilding ,CCT and Protection) to ensure that projects meet the highest standards of quality management
Corporate policy and compliance
- Mentor, train and advise partner organisation staff in order to ensure good practice and quality implementation and compliance with Tearfund and donor requirements for programming and operations.
- Contribute to the annual organisational assessments of partner organisations in compliance with Tearfund partnership requirements. Together with the Programme Quality Director identify areas of weakness and develop and implement capacity building to benefit partner organisations.
- Coordinate with the compliance officer to ensure accurate and timely updates in the IBIS (internal system) and prepare quarterly reports for partners and leadership teams.
- Willing to serve as Safeguarding Focal Point for Iraq, including completion of annual training (and refresher training), conducting training for Tearfund staff and partner organisation staff in Tearfund’s safeguarding policy and procedures, and following up on any safeguarding incidents as required.
- Investigate and follow up on any safeguarding incidents, ensuring appropriate actions are taken in line with Tearfund’s guidelines.
- Ensure all partner documentation is in order and appropriately filed according to Tearfund’s SOPs.
- In conjunction with the Finance officer ensure logistics systems are understood by project staff and partners.
- Assist in conducting regular internal audits and reviews to ensure compliance with Tearfund’s policies and procedures.
Teamwork & Leadership
- Undertake administrative tasks, as appropriate and upon request by the line manager.
- Assist in defining teamwide training needs, help develop and implement in-country technical training/workshop and development programmes for staff and partners.
- Provide programmatic support and briefings for new staff.
- Help promote the conditions for effective teamwork.
- Help promote a team wide commitment to Tearfund values and operating principles.
- Uphold staff conduct and discipline with regard to Tearfund’s health and safety and security procedures.
- Follow up and raise any safeguarding issues as Iraq safeguarding Focal Point.
- Effectively manage project staff if there are any within his area of operations . Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans and complete performance management for direct reports.
Communication and external representation
- Provide support to Tearfund’s internal and external communications, by conducting interviews and responding to visit requests in relation to partner projects.
- Ensure Tearfund’s representation and active participation at local coordination meetings and project related working groups meetings.
- Build positive local working relationships with local communities, government officials, local churches, UN and where appropriate, donor representatives
- Work independently and with other agencies to build local community acceptance of Tearfund and other humanitarian agencies.
- Contribute to the development of communication materials, such as success stories, case studies, and reports, to highlight the impact and achievements of Tearfund’s projects.
- Support the dissemination of Tearfund’s key messages and advocacy priorities to relevant stakeholders, including local communities, government authorities, and the media.
Administration
- Ensure all partner documentation is in order and appropriately filed according to Tearfund G-drive procedures including proposals, reports, project reviews, monitoring and evaluation reports as well as project success stories.
- Ensure IBIS and TRACK (internal systems) are kept up to date all the time and assist and capacity build partners in utilising TRACK.
- In conjunction with the Finance Officer, and the regional Logistic advisor ensure logistics systems are delivered.
- Assist the Programme Quality Director in handling administrative tasks as needed or delegated, such as organising meetings, preparing agendas, taking minutes, and coordinating logistics for events or workshops.
- Support the coordination and scheduling of programme-related workshops/gathering arrangements, including communication with partners, venues management, materials provision and provide facilitations for the trainers/regional advisors.
- Manage and maintain a database of programme contacts, including partner organisations, stakeholders, and relevant government authorities.
