Senior Project Assistant – Immigration & Border Governance At International Organization for Migration

Organizational Scope & Context:

The Immigration and Border Governance (IBG) Unit at IOM Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defence, Ministry of Interior and Ministry of Finance departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighbouring countries in the above domains including implementation of international agreements in support of humane and orderly migration.

Under the overall supervision of the Project Officer- Immigration and Border Governance (IBG) and direct supervision of the National Officer, the successful candidate will be providing technical and administrative support to the thematic programme in support of border management authorities in the Arab Republic of Egypt – in particular in relation to SAR (Search and Rescue) capacities and integrated border management. S/he will also provide inputs in the IBG projects at IOM Egypt, supporting the strategic development and implementation of migrants’ human-rights and protection approaches in the Country.

Core Functions / Responsibilities:

  1. Assist in the planning, coordination, implementation and monitoring of activities under the Immigration and Border Governance (IBG) related projects, assist in identifying synergies and facilitating linkages with other Country office (CO) activities.
  2. Assist drafting documentation including technical documents, memoranda of understanding, cooperation plans, talking points, etc. in the thematic domain of IBG.
  3. Support tracking and analysis of the national and regional context in the IBG area – in particular international and national law, international agreements and geopolitical context relevant to migration and border governance including integrated border management and SAR.
  4. Deliver presentations and training modules to the beneficiaries in the relevant thematic area of IBG.
  5. Monitor the programme’s budgetary, administrative, and technical aspects in line with IOM policies and procedures and donor requirements and bring conclusions, deficiencies and gaps to the attention of the supervisor along with recommended actions.
  6. Support the monitoring of the procurement as well as the rehabilitation projects through timely facilitation of all necessary administrative, organizational, and tender processes, in coordination with the Resource Management Unit and local partners.
  7. Guide and monitor project implementation and the work of local implementing partners. Suggest appropriate corrective actions and make recommendations to improve effectiveness as necessary; draft and contribute to regular project and activity reports and prepare and provide input to donor narrative reports.
  8. Assist coordination of meetings and capacity-building activities for partner government agencies, local partners and other stakeholders associated with the IBG Programme.
  9. Assist in strengthening coordination efforts with government entities, embassies, implementing partners, UN agencies, and other stakeholders involved in carrying out IBG activities in the country and attend relevant meetings and events.
  10. Cooperate efficiently with other team members and provide guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
  11. Undertake duty travel relating to project activities, monitoring and liaison with counterparts.
  12. Perform such other duties as assigned.

Required Qualifications and Experience:

Education

  • Bachelor’s degree in Law, International Law, Maritime Law, Humanitarian Action, Development studies, Security studies, Political Science or any other related field from an accredited academic institution with four years of relevant professional experience or,
  • School diploma with six years of relevant experience;

Experience

  • Experience in international organizations, humanitarian operations, SAR (Search and Rescue) authorities, border management and law enforcement, project development, donor relations or similar.
  • Experience in supporting IBG (Immigration and Border Governance) projects and programs, capacity to deliver IBG-related trainings/ workshops to Government officials is advantageous;
  • Experience working with SAR (Search and Rescue), maritime law, migration, law enforcement, human rights or inter-governmental cooperation;
  • Experience of having worked with/knowledge of SAR – coordination, aerial and maritime technologies will be an added advantage;
  • Experience in supporting policy and strategy drafting processes will be considered an advantage;
  • Previous experience in support to development of training plans, standard operating procedures and detailed instructions; and,
  • Experience in support to donor project management, programmatically and financially, with IOM or with a UN agency, will be an added advantage.

Skills

  • Good understanding of international law (in particular International Migration Law), maritime law, rule of law concept, as well as human rights;
  • Knowledge of SAR – legal, procedural requirements and coordination, aerial and maritime technologies will be an added advantage;
  • Understanding of humanitarian response in support of border management; integrated border management concept, and an interest in advancing their understanding of this technical area; and,
  • Capacity to conduct geopolitical and statistical analysis and draft high quality research papers;
  • Project management;
  • Event management;
  • Ability to prepare and provide briefings in English.

Languages

REQUIRED

For all applicants, fluency in English and Arabic is required (oral and written).

DESIRABLE

Working Knowledge of French, or Spanish, and/or Greek, and/or Italian
