Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. Under the United States Refugee Admissions Program, the Resettlement Support Center (RSC) provides critical support and processing services. As part of a Memorandum of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the
RSC Latin America. RSC Latin America processes refugees in COUNTRIES. The RSC prepares refugee applications for adjudication by US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information of arriving refugees to resettlement agencies in the U.S. and offers Cultural Orientation (CO) training to refugees bound for the US.
Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations departments in various IOM Country Offices, coordinated under the division of Resettlement and Movement Management
(RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization’s programmes.
Under the direct supervision of the Chief of Mission and the technical supervision of RSC Latin
America and the Head of Operations, Latin America, and in close coordination with the Senior Project Coordinator (Remote Sites), the successful candidate will be based in Bogota, Colombia and will have overall responsibility for coordinating USRAP RSC and movement operations activities in Colombia. In that capacity, they will have the following duties and responsibilities:
Core Functions / Responsibilities:
- Provide overall management and oversight of all RSC and movement operations activities and staff working in Colombia, ensuring that hiring, training, technical guidance, workflows, and performance management activities are implemented in an efficient and effective manner with the goal of continually improving the quality and impact of USRAP and other resettlement and movement operations activities in Colombia.
- Oversee the Movement Operations Manager (Colombia) and Project Coordinator (Colombia) as they manage the daily activities of RSC Latin America in Colombia and all movement operations activities in Colombia. Collaborate with relevant RSC and resettlement Genevacounterparts on issues while being aware of relevant program rules, guidelines, and Standard Operating Procedures. Ensure efficient processing of urgent and sensitive cases and seamless oversight of RSC and resettlement activities through proper handover to a designated staff member when out of the office. Review procedures and streamline or clarify them as necessary.
- In coordination with the Senior Project Coordinator (Remote Sites) and Head of Operations, Latin America, liaise with IOM Colombia and external partners in Colombia, including US agencies, US Embassy management, the US Embassy Consular Affairs Division, the United Nations High Commissioner for Refugees (UNHCR), and relevant NGOs, contractors and other governments to ensure the success of USRAP and other activities in Colombia.
- Regularly share project updates with the IOM Colombia Chief of Mission and Head of Programs, ensuring relevant global communication is conveyed to the Country Office and creating space for dialogue and collaboration. Communicate all project actions that will have impact on the Country Office to the Country Office in a clear, consistent, and timely manner.
- Coordinate with the Country Office Resources Management Unit (RMU) and other relevant units on all administrative matters related to the RSC and movement operations teams, including recruitment, onboarding, purchase requests, and staff travel. Ensure communication with the RMU is streamlined, clear, consistent, and timely, and that operational issues impacting the RMU are communicated and addressed in a timely manner.
- Coordinate closely with other relevant units and individuals in IOM on such activities as recruitment, onboarding, training, and performance management, including the USRAP IOM Washington office, RMU Cluster, and others as advised.
- Provide overall coordination of pre-departure activities with the IOM Migrant Health Division(MHD), RSC Latin America, government partner agencies and resettlement countries’ diplomatic missions. Provide innovative solutions to issues that impact the timely and organized departure of individuals from Colombia on the USRAP and other relevant resettlement programs, ensuring those solutions are well-coordinated internally with regional management.
- Represent IOM at meetings, workshops, and conferences, including with high-level US and UN officials. Prepare reports, briefings, background information, narratives, and statistical reporting for a wide range of audiences across IOM and other partners. Keep management well-informed on the dialogues occurring at meetings, workshops, and conferences.
- In coordination with the Head of Operations, Latin America, manage refugee resettlement program departures to the US, Canada, Australia, Europe, and any other countries of resettlement. In this context, provide overall guidance on airport services for arriving and departing individuals; the use of ground transportation, transit centres, third-party facilities, exit permit processes, and interpretation services; the completion of bookings by Movements staff members, the secure storage of documentation and data; and liaison with airlines.
- In coordination with the RSC Project Coordinator (Colombia), communicate regularly with the Senior Project Coordinator (Remote Sites) about the activities of RSC staff members in Colombia, including conveying targets and achievements, information on Colombia policies and information and clarification on high-level issues.
- Ensure compliance activities related to project monitoring and evaluation, training, youth services, project reporting, project support and protection are being carried out efficiently and effectively and that the team is regularly reporting on the work being accomplished, obstacles encountered and planned pathways for overcoming identified obstacles.
- Provide overall supervision of at-risk and sensitive cases in accordance with IOM’s policies, procedure and guidance in the Movement Management Manual (MMM), including assistance for unaccompanied refugee minors (URMs). Ensure the Country Office is adequately training staff members on working with at-risk and sensitive cases and is mainstreaming Prevention of Sexual Exploitation and Abuse (PSEA) through the awareness and training sessions for staff and service-providers.
- Maintain and monitor confidentiality of all USRAP matters to ensure programme integrity by following the USRAP standards of conduct and IOM data protection rules. Take necessary measures to prevent and mitigate fraud in RSC and resettlement activities in Colombia.
- Perform any other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with seven years of relevant professional experience, or;
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Service within the USRAP at two levels below this position (for instance, experience serving as a Project Officer and Sr. Project Officer in relation to an application for the position of Deputy Project Manager), is a distinct advantage;
- Experience in project cycle management with particular emphasis on the USRAP is an advantage;
- Demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors, is required;
- Experience serving as a donor liaison and writing donor reports is desired;
- Experience managing staff at various levels and from a range of cultural backgrounds, including teams of international staff, is required;
- Experience working in USRAP for other organizations or agencies is a plus.
Skills
- Demonstrated proficiency with such systems as START, MIMOSA and iGATOR is an advantage;
- Sound knowledge of program implementation and familiarity with IOM’s administrative, financial and business rules and practices is desired;
- Excellent computer skills and proficiency in spreadsheet and database applications is required.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
