Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.
The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate.
The Federation is responsible for implementing the network’s social missions in around sixty countries. It operates under the names “Humanity & Inclusion” or “Handicap International” depending on the country.

JOB CONTEXT:
HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI’s current operations are centered Northern (Kurigram) and Southern part (Sitakundu and Cox Bazar). Currently HI major operation is located in FDMN( Forcibly Displaced Myanmar National/Rohingya refugee in) camp in Cox Bazar with 3 field offices ;Cox, Ukhiya and Teknaf. HI Bangaldesh has recently finalized country strategy/StartOp ( 2021-2023) with one of the great focus to create a opertaional balance between developmental and emergency operation ; hence while maintaining the current emergency operation in Cox Bazar ; HI is also extensively working to further expand programme to others part of the country including host community of Cox Bazar. HI current operation in Bangladesh mainly includes disability inclusive extreme poverty graduation project , Inclusive SRH service and rights, Inclusive Education, Health and Rehabilitation, Protection and MHPSS, Inclusive Humanitarian Responses, and Atlas Logistic(H2H logistic support) etc and operation is currently funded by BPRM,UNHCR,WFP,CDCS,UNICEF,ECHO,HI Federation.
YOUR MISSION:
Reporting to the Operations Manager Cox’s Bazar, the Senior Project Manager contributes to the implementation of the mandate and the 10 year strategy of Humanity & Inclusion in the country where he/she is based. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.
Specific focus of the Senior Project Manager is to reinforce the capacity of Project Managers, and to transfer gradually all responsibilities listed below to the Project Managers – with objective of suppression of the Senior PM position.
Management
Line-manages the project’s team members: Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences
Organises and leads regular team meetings
Manages the recruitment and selection of new team members
Ensures strict application and respect of the programme’s Internal Regulations by the project team.
Transfer gradually tasks, capacity and responsibilities to the Program Managers.
Expertise
Provides the technical expertise for his/her project
a. Ensures that the activities implemented comply with international technical norms and standards
b. Adapts the project documentation to international technical norms and standards, when necessary
c. Runs technical training for his/her staff when relevant
d. Is in charge of the technical quality and relevance of project activities implemented within his scope of expertise
e. Ensures technical learning from projects by drawing on lessons learned and good practices
f. Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
g. Adjusts his/her activities to audit recommendations, if applicable
Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
Manages relationships with technical authorities, local partners or other stakeholders
Implementation and Monitoring
Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
a. Ensures the planning of activities and establishes action plans
b. Ensures that activities are implemented in line with the project proposal and the allocated budget
c. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
d. Prepares and monitors partnership agreements with implementing partners and other potential partners
e. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
f. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources
Ensures project data management
a. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
b. Ensures that data related to the project is collected and compiled in the project database
c. Carries out regular verifications and makes any necessary corrections in the activity database
Ensures project reporting
a. Monitors the achievement of results and indicators, as per the logical framework
b. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
c. Reports regularly to the line manager
d. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
e. Guarantees the proper archiving of information
Prepares and steers project evaluation and capitalisation
a. Plans and monitors project evaluations
b. Produces project capitalisation and learning from experience material
Influence & Communication
a. Contributes to HI’s external influence by participating in relevant networks
b. Communicates on the project to partners, authorities and stakeholders when relevant
Strategy & business development
a. Contributes to programme or country operational strategy (StratOp)
b. Drafts new project proposals for the continuity or expansion of the project
c. Contributes to the drafting of new proposals for new opportunities
YOUR PROFILE:
· You hold a degree in a field related to humanitarian projects, international cooperation, Political sciences, etc.
· You have at least 3 years of professional experience in humanitarian contexts, preferably in the management of emergency/conflicts area
· You have a previous coordination experience (Field, Project, Admin, Log)
· You demonstrate excellent communication and organizational skills and ability to work under high pressure.
CHARACTERISTICS OF THE POSITION:
Security is fairly good in some area but inlarge remain ongoing concern in the country. The Hill Tracts (Myanmar border and Indian border) are zones where expatriates are not allowed to go except with an authorization from the government. In Dhaka, the blockades and Hartals (national strikes) can restrict project activity. Expatriates have to strictly follow the security rules, which are periodically updated. Expatriates are currently only allowed to move by car; walking in the streets is restricted to specific areas. Security in Cox’s Bazar is even more sensitive with the growing criminality in host community as well as in Camps.
Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There is lot fo resorts, restaurants, bars providing international drink and food as well as specific entertainement such as gym, spa, etc. Entertainment occupations are not numerous but expats community is active and organise sport and events (Touch-Rubgy, Beach volley, dance class…)
Expatriates are residing in collective accomodation in HI GH both in Cox Bazar and Ukhiya. Travelling with in city in Cox Bazar only allowed with HI car and driver.

o Unemployment insurance benefits for EU nationals**
o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**
o Medical coverage with 50% of employee contribution **
o Repatriation insurance paid by HI**
· Salary from 2448€ gross/month upon experience
· Perdiem: 581,78 € net/month – paid in the field
· Hardship: 250€ net/month paid with your salary
· Paid leaves: 25 days per year;
· R&R: according to the level of the mission Level 2: 5 days every 3 months + possible transport/package support.
· Position: unaccompanied
§ Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
§ Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
