Position: Senior Project Officer

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

  • Follow up the implementation project activities of Spark’s projects in Mosul to ensure the projects are completed in a timely and accountable manner.
  • Follow up with local partners on implementation of project activities to ensure activities are implemented timely and within budget, in accordance with activity plans and donor requirements.
  • Establishing and maintaining strong partner relations and support the selection, capacity assessment, contracting, monitoring, evaluation of local partners.
  • Set up plan, supervise and monitor the project at the field level to ensure the successful implementation of all project’s activities, the generation of planned outputs and attainment of key project objectives.
  • Ensure all activities undertaken are appropriately documented (agreement/MOUs attendance sheets, beneficiary Registration lists, work plans and agreements when relevant, etc.)
  • Coordinate closely between different departments (finance, M&E, Communications and the project teams in Erbil and Mosul) to ensure timely and quality implementation of activities.
  • Leading and following up all the Mosul office admin requirements (asset management, services payments, security approvals, etc).
  • Supervise the guards and cleaner; ensure timesheets/payments are submitting/paid on time and precisely.
  • Following the students’ stipends distribution process with finance and Hawala company and make sure that all students are receiving their monthly stipends on time.
  • Participate in coordination meetings as assigned by the PM.
  • Ensuring that all project documentation (paper and electronic) is up to date and stored in an effective and confidential way.
  • Follow up with the DNGO on the access letter, activities reporting and any other requirements.
  • Liaise with project officers in providing necessary technical support in reporting and implementation of project activities.
  • Coordinate with project officers and M&E team to prepare and implement project monitoring and evaluation plans.
  • Support on procurement and other needs for project implementation
  • Other tasks as required.

Requirements and Skills

  • Proven coordination & organization skills
  • Working experience of 5 years in a similar position
  • Understanding of livelihood/economic empowerment programmes is an asset
  • A hands-on and pragmatic attitude
  • Excellent communication skills
  • Flexibility, integrity, result – oriented
  • Experience with networking and communication
  • Fluent in English & Arabic (Reading, writing and conversation)
  • Having a network in the target communities is a plus.
