Project context & objectives

Under the overall supervision of the Protection Officer and the direct supervision of the Senior Protection Assistant, the incumbent will assist in the planning, coordination, implementation, and monitoring of IOM Libya protection case management activities in multiple assigned locations in Libya.

Role objectives

  1. Provide consistent support, guidance, direction and quality oversight to Case Management services, including the identification, assessment and referral of beneficiaries to appropriate services;
  2. Supervise case management staff based in multiple assigned locations: Distribute tasks among case workers; set work-plans and closely monitor performance. Promote continuous learning and peer-to-peer support initiatives among case workers;
  3. Review all case files, approve recommended interventions, ensure regular case status meetings and lead case conference meetings for individual cases as needed. Respond to urgent cases outside of regular working hours whenever required;
  4. Promote and maintain good standards of work and adherence to protection principles with full beneficiary participation in accordance with and respect for the Standard Operating Procedures (SoPs);
  5. Provide the team with technical guidance, capacity building and direction for effective planning, implementation and monitoring of the activities;
  6. Liaise with other IOM departments and organisations to implement multidisciplinary case management plans and ensure smooth referrals and coordination mechanisms are in place;
  7. Coordinate closely with the data management colleagues in the maintenance of all protection-related case-management records and files in line with IOM data protection principles; ensure timely and quality reporting by protection case workers, provide statistics and reports as required.
  8. Contribute in designing and delivering capacity building trainings to local actors and communities on Case Management and other relevant initiatives;
  9. Assist senior protection staff in the strategic and operational planning of IOM Libya Protection activities as it pertains to case management. Contribute to project proposals, reports, standard operational procedures, meetings, multi-department planning and other documents as required.
  10. Liaise with Libyan authorities and humanitarian partners as requested.
  11. Perform other duties as may be assigned.

Key competencies

Demonstrated management and leadership skills; • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines; • Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc. • Knowledge of Case Management Software; • Demonstrated problem solving attitude and skills; • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment; • Fluent in English and Arabic, both written and spoken, knowledge of French is considered an advantage.

Further information

Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations or Law, or relevant field;
Minimum of three years’ professional experience in the field of Case Management with a Non-Governmental Organisation or UN Agency.
Demonstrated management and leadership skills;

• Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.
• Knowledge of Case Management Software;
