Under the overall supervision of the Senior Protection Coordinator and Protection Coordinator, with the direct supervision of the Protection Officer; and in close coordination with the Protection Officers and respective units in the field – the incumbent will implement Protection programmatic response in line with internal policies and Inter-Agency Standing Committee (IASC) guidelines on Protection. In particular, they will:
Core Functions / Responsibilities:
- Supervise the daily case management and community-based protection (CBP) activities in coordination with the Protection Officer.
- Organize and assist the General Protection team in the implementation of their tasks, providing technical guidance and training, in compliance with relevant IOM guidelines, policy and standards.
- Support the implementation of IOM’s Protection Approach and specialized guidance to the caseworkers.
- Facilitate protection mainstreaming and integration of cross-cutting issues (disability inclusion, accountability to affected populations (AAP), gender mainstreaming and Protection from Sexual Exploitation and Abuse and Sexual Harassment) in CAS, IOM Qatar.
- Coordinate quality, timely and effective protection responses to the needs of Affected Population (AP).
- Build and maintain effective interfaces with the community, General Protection staff and with Protection unit, AP and other partners to identify the risks the communities face, build up their capacities to protect themselves, ensure that they are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems.
- Assist the Protection Officer in regular review, development, implementation and monitoring of IOM Standard Operating Procedures (SOPs), training and IOM Protection intervention materials, and tools.
- Support the Protection Officer in designing, developing and implementation of a community-based protection strategy by ensuring that it is based on participation and consultation with the community.
- Conduct protection monitoring: collect high quality information and data through direct observation, focus group and community discussions, and key informant interviews in accordance with IOM’s guidelines and internal SOPs.
- Raise and analyse protection risks, issues, concerns and trends to the supervisor.
- Enforce compliance of General Protection staff and implementing partners with global protection policies and standards of professional integrity in the delivery of protection services, promptly notify the supervisor of any issues.
- Organize meetings, workshops, and training sessions for all staff; prepare training materials and participate in the delivering of capacity building workshops.
- Draft and provide inputs from a protection perspective into the subunit’s reports, briefings, and guidance documents, as required, to support the Protection Officer.
- Performs other duties as may be assigned by the supervisor(s).
Required Qualifications and Experience
Education
- University degree in a relevant field including Law, Political Sciences, International Relations, Psychology, Social work, or other social sciences from an accredited academic university or institute with four (5) years of relevant professional experience or;
- Completed High school diploma from an accredited academic institution, with seven (7) years
EXPERIENCE
- Minimum five (5) years of relevant professional experience, within protection role (case-management & CBP).
- Experience coordinating case management activities.
- Experience in supervising and managing a team.
- Experience in providing direct assistance to affected population in an emergency response.
- Experience in organizing events, workshops, and meetings.
- Experience with raising awareness in the public domain.
Skills

Languages
IOM’s official languages are English, French, and Spanish.
REQUIRED
For this position, fluency in English is required (oral and written).
DESIRABLE
Basic Knowledge of Dari, Pashto, or Arabic (oral and written) is a distinct advantage.
