Context:

Under the overall supervision of the Senior Protection Coordinator and Protection Coordinator and the direct supervision and guidance of the Child Protection Officer – and in close coordination with the respective units and partners in Camp As Saliyah – the selected candidate will assist the Child Protection Officer to oversee and manage the programmatic response is in line with internal policies, Standard Operating Procedures (SOPs) and Inter-Agency Standing Committee (IASC) guidelines, principles and tools on Child Protection in Humanitarian Action. In particular, he/she will:

Core Functions / Responsibilities:

1. Assist the Child Protection Officer in supervising the day-to-day tasks of the Child Protection team by providing technical, administrative, and logistical support for the management of child protection case management, namely Best Interests of the Child Procedure (BIP), which is composed of Best Interest Assessment (BIA) and Best Interest Determination (BID), including the prioritization and assignment of cases, functional identification and referral pathways, and organizing case conferences.

2. Assist the Child Protection Officer in developing creative engagement approaches for affected populations, including youth, and help provide resilience-building opportunities to foster social and leadership development.

3. Support the Child Protection Officer in developing Child Protection training modules and facilitate training sessions targeting IOM staff and other implementing partner.

4. Draft and proofread the Best Interest Assessment and Best Interest Procedures before submitting them to the Child Protection Officer.

5. In coordination with the Child Protection Officer, work closely with other protection Areas of Responsibilities (AoRs) including General Protection (GP) and Gender- Based Violence (GBV), as well as other teams within the Assistance Programme (AP) and partners to support the implementation of functional identification and referral pathways in Camp As Sayliyah (CAS), as well as child participatory mechanisms, and facilitate the mainstreaming of Child Protection (CP) within broader protection mainstreaming.

6. In the absence of the Child Protection Officer, act as a Best Interests of the Child Procedure (BIP) Coordinator and Reviewer in close coordination with the global BIP Coordinator based in Washington, D.C., helping to maintain the quality of the BID and BIDs, and the integrity of the whole BIP and provide caseworkers with ongoing technical guidance and information with regards to risks on children, in line with global standards on BIP and Child Protection and Unaccompanied and Separated Children (UASC).

7. Endorse and monitor temporary safe alternative care plans for children at risk, unaccompanied and separated minors.

8. Assist in updating and developing the child protection Standard Operating Procedures (SOPs).

9. Monitor the adherence to data protection principles and information-sharing protocols when maintaining guests’ databases and records, including monitoring protection tools, which contain quality data that is sufficiently detailed and accurate.

10. Retrieve, compile, summarize, analyze, and present information/data on specific project topics, including regular updates of unit and project trackers.

11. Draft reports, identify delivery shortfalls, identify trends, bring them to the supervisor’s attention, and suggest remedial actions.

12. In coordination with the Child Protection Officer, respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions.

13. Follow-up compliance with the program integrity guidelines, AoR “Area of Responsibilities” and SoPs “Standard Operating Procedures”.

14. Approve case closure requests after reviewing the guest’s satisfaction survey.

15. Monitor accurate reporting and regular updates of the reporting tools.

16. Participate in the development and implementation of a comprehensive child protection strategy in CAS, including co-managing the operation and activities of the Child Friendly Space (CFS) with Mental Health and Psychosocial Support team, to ensure inclusivity and accessibility of children, and support the provision of age friendly processes and a safe and supportive environment for children.

17. In the absence of the Child Protection Officer or according to prior planning, participate in meetings and conferences; assist in coordinating implementation activities with CAS authorities, and implementing partners, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.

18. Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in social sciences or other related fields from an accredited academic institution with five years of relevant professional experience.
  • High School degree or other technical related disciplines with combination of seven years of relevant professional/work experience.

Experience

  • Experience with case management for at-risk individuals in an emergency response.
  • Experience in coordinating and managing Unaccompanied and Separated Children (UASCs)

Skills

  • Strong interpersonal, counselling and communication skills.
  • Strong skills in community outreach and building relations with key community leaders and groups
  • Sound ability to communicate practical knowledge on actions to address Protection and GBV issues at the operational level.
  • Demonstrated analytical, writing and reporting skills.
  • Solid computer skills (MS Excel, Word and PowerPoint).
  • Can locate and apply key Inter-Agency Protection Resources.

Language

IOM’s official languages are English, French, and Spanish.

REQUIRED

For this position, fluency in English is required (oral and written)

DESIRABLE

Basic Knowledge of Dari, Pashto, or Arabic (oral and written) is a distinct advantage.
