ICAP at Columbia University seeks highly qualified and experienced candidates to fill the position of Senior Public Health Emergency Preparedness Advisor to be based in Juba at the main Public Health Emergency Center (PHEOC) The position is for a period of 6 months subject to renewal on availability of funding and very good performance.

ICAP South Sudan, in partnership with the Ministry of Health and the US Centers for Disease Control and Prevention is supporting the COVID-19 pandemic response in South Sudan, especially the laboratory and data management pillars. ICAP will take over activities of the national hotline (6666) in July 2021. The call center, housed at the national Public Health Emergency Operation Center (PHEOC), is a key surveillance point especially for alerts from the community. It receives calls from all over the country. Calls could be to report alerts, seek information, report adverse events, etc.
The Senior Public Health Emergency Preparedness Advisor will lead ICAP South Sudan’s ongoing and upcoming global health security portfolio in close collaboration the Technical Director in South Sudan. Currently, ICAP GHS portfolio includes COVID-19 emergency operation, infection prevention and control, national public health emergency data management, COVID-19 laboratory data management and technical assistance to COVID-19 testing, COVID-19 home based care, risk communication and community engagement, COVID-19 contact tracing, technical and operation support to the national public health emergency hotline. ICAP also provide technical assistance to the National Ebola virus disease preparedness (which includes support to subnational level rapid response teams, surveillance, monitoring and evaluation and sample transport).
The Senior Public Health Emergency Preparedness Advisor will undertake below responsibilities:
· Builds and leads team of experts who are working on the different arms of the GHS portfolio summarized above.
· Provide strategic leadership and vision for the projects.
· Supervises and monitors the overall progress of the projects.
· Support ICAP Public Health Emergencies (PHEs) preparedness and response program by being key member of the implementation of the national public health emergency activities;
· Provide technical support to the Republic of South Sudan Ministry of Health (MoH), and other health program implementing partners in the public health emergency preparedness and response;
· Collaborate with the MoH, World Health Organization (WHO) and other partners to ensure the implementation of National Action Plan for Health Security (NAPS);
· Support surveillance, routine monitoring, and program evaluation efforts through participation in and providing support to MoH, ICAP and other partners staff for data collection, interpretation, and analysis of quantitative and/or qualitative data;
· Develop approaches, technical content, and materials of national all hazard public health emergency preparedness and response;
· Provide technical support to MoH, and other partners in building the capacity of health workers and relevant personnel in the integrated disease surveillance and response (IDSR);
· Review Ebola virus disease (EVD) and other public health hazards Standard Operating Procedure (SOPs) to accommodate the existing situation in South Sudan;
· Support the roll-out of the new IDSR guideline (3rd edition) at all levels through training, onsite technical support, and joint regular monitoring;
· Provide technical advice and support to the MoH and other relevant authorities in the monitoring and responding to possible disease outbreak following any disaster (natural and manmade disasters);
· Represent ICAP in key public health events, meetings, incident management coordination, health cluster and inter-cluster coordination platform;
· Lead program monitoring through joint supportive supervision and project tracking tools with goal of ensuring equitable and quality health humanitarian health services are delivered to beneficiaries;
· Perform other duties related to supporting ICAP response to PHEs.
The Senior Public Health Emergency Preparedness Advisor must have the below required skills & experiences:
· Master’s degree in epidemiology, public health or related discipline preferably medicines;
· 7-10 years of experience in public health/ outbreak preparedness and response, general public health programming and management at international level;
· 5+ years of experiences in emergencies (chronic, conflict or transitional settings) specifically including deployment to acute emergencies;
· Demonstrated mastery of public health in emergency contexts, with specialization in one or more of the following: infectious disease epidemiology and surveillance, and waterborne disease prevention (water, sanitation, and hygiene);
· Project monitoring and evaluation experience desire
· Experience in developing and facilitating trainings and workshops;
· Excellent communication skills in English (spoken, written) required;
· Stakeholders and community engagement and accountability in emergency and/or health programming;
· Demonstrated experience with coaching and mentoring staff.
