Senior/Research and Evaluation Officer, Asia At Save the Children

The Opportunity

Save the Children International works in all contexts to inspire breakthroughs in the way the world treats children, and create lasting change in children’s lives. Programme Quality, Evidence and Impact (PQEI) is a core function in all Save the Children International programmes globally, representing our commitment to accountability and transparency, and is crucial aspect of quality programme management within Save the Children. The primary role of the Research and Evaluation Officer will be to: 1. Conduct research to inform program design and planning and decision-making at the regional and country-level; and 2. Conduct evaluations of high priority programs, advocacy, and campaigning work that Save the Children is conducting in the Asia Pacific region.

Key Responsibilities

Strategic research and evaluation support

  • Track and follow through research and evaluation pipeline and initiate discussion with COs project team/MEAL staff to identify needs for evidence and or knowledge gap and advise most effective methods to address the needs/close the gap*******.
  • Support the team in preparing research and evaluation proposals, and management of the Team pipeline of research and evaluation studies.
  • Seek and create opportunities to broaden the scope of the research and evaluation through contacts and networking across projects in country office, the movement and beyond.
  • Collate data and conduct descriptive analysis to identify and define emerging issues affecting Child Rights across APAC.
  • Conduct systematic evidence reviews and literature reviews to employ ethical and professional research or evaluation design and methodologies.
  • Ensure smooth closure of any research and evaluation activity, including facilitating after action reviews with project team/CO upon the research or evaluation completion to optimize learning and improvement.*

Research and Evaluation Design

Support the Research and Evaluation Specialists to:

  • Plan and budget research and evaluation studies.
  • Design research and evaluation studies, including the sampling, recruitment, data collection and data analysis methods.
  • Develop sampling, participant recruitment and data collection implementation guidance for project teams to undertake.
  • Develop data collection tools, such as surveys (paper-based and online platform) and interview or focus group discussion questionnaires.
  • Prepare study protocol and materials for submissions to the Ethics Review Committee, ensuring ethical, inclusive, gender sensitive research practices and child-safeguarding and protection are at the forefront of all activities throughout the study cycle.
  • Develop Data Protection Impact Assessments and Plans, ensuring responsible data management and GDPR compliance throughout the study cycle.

Data Collection*

  • Identify, select, and train local enumerators to conduct data collection in adherence to the study protocol and implementation guidance.*
  • Work with the project team to obtain permission and or acknowledgement from local authorities and ensuring field data collection are socio-culturally sensitive.*
  • Schedule all data collection activities effectively (e.g., household survey, key informant interview, and focus group discussion as well as any field observation).*
  • Conduct quality assurance/quality control through spot checks and daily briefings during data collection.*
  • Regularly review R&E activity performance, ensuring they are delivering to agreed objectives (including financial), timeline and reporting, highlighting and addressing problems where identified.*
  • Supervise the transcribers and their working quality; ensure and maintain the confidentiality and anonymity of participants involved in research.*

Data Management and Analysis

  • Facilitate study folder, file and data management systems and record keeping
  • Conduct quantitative data processing including editing, coding, and cleaning
  • Carry out data preparation for statistical analysis, including codebooks/data dictionaries
  • Mobilize datasets from the COs and relevant studies and prepare data structures
  • Develop Data Library to store datasets and data dictionaries, and promote the utilizations of datasets within and outside SCI
  • Support with data analysis and visualization (e.g., chart/graphs, table, image/icon).
  • Prepare qualitative data and support data analysis process, particularly on content analysis

Report Writing and Knowledge Translation

Support the Research and Evaluation Specialists to:

  • Draft research reports* and learning products such as evidence to action briefs, fact sheets and presentations based on the research or evaluation report
  • Support the Communications Team to develop dissemination plans for research and evaluation result (e.g., publication of articles and reports) tailored to a variety of audience (e.g., country office project team and partners/ stakeholders and across movement) to help influence decision making and program improvements.
  • Support the Communications Team to design attractive and child-friendly ways of packaging such products.
  • Contribute to knowledge exchange and learning activities
