Credence Management Solutions is seeking a Senior Supply Chain Advisor.

Position Summary

The Senior Supply Chain Advisor will primarily support the USAID Office of HIV/AIDS and other GlobalHealth offices primarily in implementation of the NextGen program, as a Credence Institutional Support Contractor (ISC).

GH/OHA is composed of eight Divisions and 23 Branches. GH/OHA is committed to ensuring an equitable, inclusive, diverse, accountable, transparent, accessible, and antiracist work environment.

The Supply Chain for Health Division (GH/OHA/SCH) leads OHA’s commodities program in support of PEPFAR. The Division manages the procurement and supply of commodities; provides technical leadership to ensure supply chain sustainability in countries by collaborating with USG and international partners; supports USAID missions in their supply chain management programs; and provides emergency supply chain assistance as requested by Agency leadership. GH/OHA/SCH is composed of two Branches: The Supply Chain Management Branch (GH/OHA/SCH/SCM) and the Supply Chain Technical Branch (GH/OHA/SCH/SCT).

The Supply Chain Management Branch (GH/OHA/SCH/SCM) manages the Global Health Supply Chain project in headquarters and supports HIV supply chain programs in field Missions. The Branch reviews and monitors country procurement plans to ensure robust logistics strategies and technical assistance. The Branch conducts and coordinates supply chain market intelligence and analysis and provides support to Missions on HIV-related commodity supply chain procurement and supply chain strategies. In addition, the Branch takes the lead in collaborating across USAID on supply chain public-private partnerships.

USAID is replacing the current Global Health Supply-Chain Program with NextGen. Building on lessons learned over the last 15 years, USAID is transforming its globa health supply chain program to:

  • Maximize the availability, quality, and affordability of medicines and other health products and achieve better health outcomes for the clients served;
  • Strengthen local capacity;
  • Advance country-level sustainability and promote locally-managed procurement and supply chains in the countries where USAID works; and
  • Increase value for the U.S. taxpayer, and reduce the chances of waste, fraud, and diversion even further.

Through NextGen, USAID’s Bureau for Global Health will do the following:

  • Segment supply chains to meet the unique needs of the communities USAID assists and the characteristics of the products they need;
  • Accelerate the use of private-sector capabilities to improve service to our beneficiaries the client experience and the efficiency of supply-chains;
  • Re-focus technical assistance to support governments’ shift from acting as supply-chain operators to being stewards ensuring of availability and security of health commodities by helping them create functional and efficient regulatory and oversight systems;
  • Increase visibility down to the point of service, to strengthen demand-planning; optimize operations and those of implementing partners; and promote the appropriate use of medicines and other health products by providers, pharmacists/dispensers, and consumers;
  • Use contract terms to incentivize the performance of implementing partners; and
  • Monitor and mitigate risks proactively to ensure a supply of affordable, quality-assured, safe, and effective products for our beneficiaries.

For the first time, the design of the USAID supply chain program strategically segments USAID’s demand for global procurement and logistics services by health program and medicine/commodity category separate potential contracts. This structure acknowledges the unique requirements of USAID’s different health programs and the drugs and supplies they need while building in a prudent redundancy. The design also includes integrated awards where there is alignment across health areas, such as in-country logistics services, quality assurance and technical assistance to governments and other partners on their health supply chains, that could benefit from consolidation.

Salary Range

Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

The Senior Supply Chain Advisor is a critical member of the SCH team and will play an important role in ensuring that the U.S. Government’s billions of dollars invested in the fight against HIV/AIDS are being used effectively and efficiently.

Serve as subject matter expert (SME) for global health supply chain technical issues, in areas such as quantification, forecasting, procurement, storage and distribution and inventory management, logistics management information systems (LMIS), health systems strengthening, budgeting and financial management, driving and analyzing supply chain performance, and program effectiveness.

  • Take a leading role in the governance issues involving senior management, participating GH offices, the Office of Acquisition and Assistance, other USAID operating units, Missions and Implementing Partners in the implementation of the Global Bureau Bureau’s NextGen supply chain and pharmaceutical management work.
  • Identify, advocate and support implementation of cohesive cross-office approaches to the leadership, management, and oversight of the Global Bureau Bureau’s NextGen supply chain and pharmaceutical management work.
  • Provide technical leadership to Missions and USAID Headquarters on implementation of state-of-the-art approaches, analytics, and tools for global health supply chain issues.
  • Participate in internal technical and advisory groups on global health supply chain tissues.
  • Initiate, provide, and anticipate needs for, high-level technical assistance to the field on global health supply chain issues.
  • Be proactive and strategic in establishing and maintaining close working relationships with senior staff at USAID Missions and operating units, implementing partners, the Department of State’s Office of the Global AIDS Coordinator, Centers for Disease Control and Prevention, US Department of Health and Human Services, and other agencies involved with Global Health supply chain
  • Liaise with Global Fund, UNFPA and other donors to collaborate and advise on global supply planning. Take the lead in highlighting, advancing and advocating on technical global supply planning issues.
  • Assist Agreement/ Contracting Officer’s Representatives.

Education, Requirements and Qualifications

  • Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience.
  • US citizen or US permanent resident with the ability to obtain and maintain Facility Access is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Demonstrated experience in providing technical assistance in global health programs.
  • Demonstrated experience in global health commodity supply chain management
  • Knowledge of the technical issues that arise in global health commodity procurement.
  • Demonstrated ability in strategic planning, program management and implementation within a developing country or resource-poor context.
  • Ability to work independently with limited supervision.
  • Ability to recognize areas of weakness with a willingness to learn.
  • Excellent oral presentation and writing skills.
  • Ability to travel to developing countries; international travel approximately 20%.
