CARE is a leading humanitarian and development organization dedicated to fighting poverty and social injustice with a special emphasis on rights programming, gender equality, and women and girls. The Program Strategy and Impact team (PSI) within CARE USA is seeking a Senior Technical Advisor for Climate Justice reporting into the Senior Director for CJ. CARE USA’s new Climate Justice program, SOLVE, seeks to put power and resources in the hands of women on the frontlines of the climate crisis and impact the lives of 15 million women and youth globally by 2030. SOLVE integrates climate resilience across our entire portfolio and focuses on three domains: food, water and nutrition, humanitarian action and disaster risk reduction, and gender. CARE USA’s SOLVE Climate Justice Initiative is closely aligned with the CARE International’s Climate Justice Impact Area Strategy 2030. The incumbent will play a programmatic and technical role to support design sprints of climate justice innovations, enhance the technical elements of SOLVE’s program strategy, integrate gender transformative approaches and develop climate justice proposals and projects. The incumbent will also support knowledge management, learning and evidence generation to facilitate scale up of key models and approaches.

The incumbent should be someone who is experienced in providing technical support to country and program teams and has a track record of designing gender equitable climate change adaptation programming. Ideally, the incumbent will have some experience of working with CJ-oriented stakeholders including social movements and civil society organizations in the Global South, academia, private sector and donors. The STA CJ will be expected to support Resource Development and PSI teams in responding to USG climate-related opportunities and develop new concepts for professional foundations and individual donors, integrating CUSA’s CJ approach into funding propositions in health, education and humanitarian portfolios, in addition to the work that food and water systems leads.

The Senior Technical Advisor for CJ will report to the Senior Director for CJ. The incumbent will work closely with other PSI teams (Health Equity and Rights, Gender Justice, Education, and Food and Water Systems) and other CARE USA program teams (International Programs and Operations, Humanitarian Affairs, Impact & Innovation) as well as Strategy and Resource Development teams. The Senior Technical Advisor will also collaborate with CARE International’s Climate Change and Resilience Platform (CCRP).

• Research, analysis, learning and innovation
• Monitoring, Evaluation, Accountability and Learning
• Fostering cross-sector linkages
• Supporting resource development

Qualifications:

• Master’s degree in related field, such as International Development, Climate, Environmental Sciences, Public Policy, or Public Administration; or equivalent combination of education and work experience
• At least 8 years working in international development, with experience living or working across multiple country contexts
• Demonstrated experience in climate change programming
• Demonstrated experience in producing quality written products
• Excellent written and verbal communication skills, including a clear writing style and ability to synthesize technical information for broad audiences • Experience in formatting and editing documents for different audiences
• Experience working cross-culturally, with people in different languages, time zones, and skillsets
• Experience in proposal development
• Adaptability and ability to be self-led
• Experience in Knowledge Management, Communications, and/or Journalism
• Consistently demonstrate commitment to gender equality, diversity, equity and inclusion
