Senior Technical Protection Officer – Venezuela At Handicap International – Humanity & Inclusion

The SENIOR PROTECTION OFFICER will work closely with project managers to support the development and implementation of projects in progress in Venezuela, taking into account the objectives established internally and externally, with a view to maintaining the quality required by HI and the desired impact, ensuring an inclusive approach in the protection sector.

The collaborator works closely with the technical team of the program and partners, and regional and global specialists in protection and DGA (Disability-Gender-Age). He/she is responsible for training, supporting and advising Project Officers so that they properly implement the Inclusive Protection components in the projects, respecting the technical quality of HI, the regulatory framework in the country and other international and donor frameworks. He/she participates in the development of the HI protection sector in Venezuela and thus represents the organization in the country in this sector.

POSITION RESPONSIBILITIES:

Provide guidance and technical support to projects in accordance with the technical frameworks and general standards of their sectoral scope (Protection):

  • Ensure that the activities of the project(s) are executed in accordance with internal technical and quality standards and propose any necessary adjustments or improvements.
  • Develop appropriate technical standards and guidance for the implementation of protection activities. This includes designing tools for quality implementation of protection activities, including case management tools, standard operating procedures, necessary MEAL tools and other technical tools required for project implementation.
  • Identify training needs and appropriate and effective modalities to facilitate the training of partners and programme staff.
  • Provide appropriate guidance and technical support to project officers and/or managers.
  • Work with program staff and global protection specialists to contextualize and adapt global materials to the project implementation context.
  • Adapt project documentation as necessary, in accordance with global technical standards and regulations.
  • Coordinate with relevant partners and stakeholders to ensure harmonization of technical tools and procedures.
  • Contribute to the preparation of regular reports on technical activities in their field (collection and analysis of the technical data collected) together with the project team and the MEAL team.
  • Maintains a deep understanding of the protection environment in the local context and regularly provides the country team with an updated situation analysis.
  • Where appropriate, coordinate and collaborate with the project’s technical partners under delegation from the Specialist, Project Manager or Country Manager.

Provide project-based technical learning:

  • Ensure that global and field technical specialists get the information they need and collaborate with technical divisions as needed.
  • Collect the necessary elements for capitalization exercises or scientific documentation.
  • Contribute to technical learning under the responsibility of the country director, based on best practices.
  • Take responsibility for technical learning of projects based on lessons learned and good practices.
  • Adjust activities to audit recommendations, as appropriate.
  • Implement recommendations to improve the technical quality of projects.
  • Ensure the technical quality and relevance of the activities of the projects implemented in protection; carry out self-assessment of the projects and participate in evaluation cycles under the supervision of the Project Manager.
  • Taking charge of norms and standards, anticipates and prepares for adjustments in nexuses.
  • Propose research and study topics.
  • Supervise data collection for research activities.
  • Contribute to the development of global protection documents, in cooperation with other technical specialists
  • Support program oversight to ensure data is used to inform programming as needed to contribute to high-quality execution of project programming.
  • Develop a comprehensive monitoring and evaluation plan for protection activities, as well as corresponding evaluation tools.
  • Develop customized information sharing protocols (ISP).

Contribute to the animation of your sector:

  • Contribute to the technical recruitment of protection officers.
  • Lead or direct the technical training required in your sector, in cooperation with global and regional technical specialists.
  • Leads the development of training materials and provides technical training, ongoing technical advice and training of trainers. Develops the capacity of protection teams, including social workers, in protection matters.
  • Contribute to the plan to improve the skills of protection professionals, and may act as a third-party evaluator.
  • Contribute to the development of a local pool of protection talent (conduct technical interviews of candidates and make recommendations, identify training and coaching needs).
  • Coordinates technical professional development and facilitates a community of practice, in collaboration with the technical division.
  • Organize technical training courses for staff, as appropriate.

Contribute to ensuring HI’s technical influence in Protection:

  • Contribute to the drafting of new proposals for new opportunities within your technical field.
  • Contributes to the development of context analysis in Protection.
  • Contributes to the design and writing of concept notes/proposals for new projects in the country.
  • Identifies and develops local partnerships and/or consortia with relevant NGOs and institutions, focusing on meeting technical priorities within their sectoral scope.
  • Promote the identification and development of local partnerships with organizations of persons with disabilities (OPD) and persons with disabilities.
  • Promote and support the participation of Organizations of Persons with Disabilities (OPDs) in HI consortia and programming.

Preparation and answer to the emergencies:

  • Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapt their working modality to contribute to an effective humanitarian response of the HI.

JOB PROFILE:

  • University degree in areas such as social work, law, social sciences, political science, or related fields.
  • Minimum 4 years’ experience in the protection sector (MANDATORY)
  • Experience managing and directly directing case management (DESIRABLE)
  • It is important to have specific knowledge about human rights, disabilities, and laws related to forced displacement.
  • Previous experience working with people with disabilities is valued, especially in contexts of forced displacement or humanitarian crises.
