We are looking for
a SERA Technical Referent (Monitoring, Evaluation, Accountability, Learning) and Program Data Management M/F
(permanent position available from November 2024)
The SERA (Monitoring, Evaluation, Accountability, Learning) and Responsible Data Management Technical Advisor will aim to support field teams and assist them in the deployment of SERA systems and responsible data management programs. He or she will contribute to the structuring and framing of SERA and GRD activities to contribute to the quality of project implementation.
Job
1) Support field teams in the deployment of SERA strategies and activities
– Provide technical support to SERA teams and Delegations for the programming and planning of SERA activities and systems
– Provide methodological support to teams for the planning and deployment of monitoring and evaluation systems
– Support and assist teams in the deployment of CRF accountability mechanisms on the
Delegations (management and feedback mechanism)
– Support the deployment of learning systems in the Delegations
– Contribute to the design of SERA training courses and to the support of CRF teams and host National Societies to strengthen their SERA capacities
2) Support data collection and organize the structuring of data sets in compliance with the IT governance of the French Red Cross
– Contribute to the conceptualization of data collection methodologies in conjunction with program teams in the field
– Adapt, build, configure, test and validate data collection forms/tools that meet program needs via one or more IT tools
– Coordinate with program teams the entry of data and the integration of secondary data into computer systems
– Participate in the training of people in charge of collection and contribute to the supervision of collection by providing suitable methodologies and tools
3) Guarantee data quality for operations
– Provide technical assistance and critical oversight to program teams during all phases of the data cycle
– Contribute to the framework and strategy for monitoring activities and results to ensure their feasibility and relevance from the point of view of the data management cycle
– Lead and carry out the data management cycle process
– Train and raise awareness among all teams and local partners on good cross-functional data management practices
– In conjunction with the CRF Data Protection Officer, organize and implement approaches ensuring responsible and ethical data management (implementation of data protection procedures and practices, etc.), methodological (archiving, deletion, minimization procedures, etc.)
4) Support the provision of data analysis and visualization products for decision support purposes
– Contribute to the calculation of indicators from different data sources and contribute to the performance of descriptive statistical analyses
– Build graphical representations with recommended tools
– Create advanced dashboards that update automatically
– Support program teams and technical referents in the analysis, interpretation and use of data for decision-making purposes
– Support the communication of data internally and externally by identifying suitable formats and thus contributing to Monitoring & Evaluation, accountability, and donor reporting.

With higher education, you have at least 3 years of similar experience
You have experience in managing prior information and the quality approach in SERA/MEAL positions in the field, and/or at headquarters in the international solidarity sector.
You have experience
in humanitarian program management , you have worked in recovery, development and emergency contexts
You have mastered project management (project cycle, logical framework), in particular the design and monitoring-evaluation, accountability and learning stages, and have experience and skills in training and technical support for teams.
Rigorous, pragmatic and organized, you will know how to prioritize and define the issues
Your mastery of IT tools, database management, collection tools (Kobo Collect) and graphic visualization (table, I, DataStudio) will allow you to successfully carry out your missions.
You speak English fluently.
