Introduction:
AWO International was founded in 1998 as a professional association for development cooperation and humanitarian action within the framework of the German welfare organization “Arbeiterwohlfart” (AWO). It draws on the expertise and vast experience of AWO in Germany, which has been an integral part of the German welfare state since the last century.
In close cooperation with local non-governmental organizations in Central America, East Africa, South Asia, and Southeast Asia, AWO International is working to ensure that disadvantaged people can sustainably improve their living conditions. The organization adopts a special approach in all its development projects, which is the “Enhancement of Social Structures”. Its goal is to set up and strengthen the social structures wherein people are interacting. To achieve this, AWO International and its partner organizations concentrate their efforts on providing organizational development and supporting civil society networks at the local and regional levels.
The Regional Office of AWO International in Southeast Asia (RO SEA) under the Humanitarian Action (HumA) program has been aiming to strengthen the resilience of vulnerable communities by supporting partner organizations in conducting measures on Disaster Risk Reduction and Management (DRRM) and responding to the needs of people affected by disasters and crises. To further support the partner organizations in implementing HumA projects, AWO RO SEA also promotes disaster preparedness and provides capacity development to partner organizations through the Regional “Support Project”. From 2021, different capacity-building activities were provided to both AWO RO SEA and partner organizations regarding DRRM. In July to August 2021, through a blended approach, capacity building on DRRM was provided to Development Cooperation (DevCo) partners. They were trained in the basic concepts of DRRM, including disaster response. To further increase their capacity, introductory sessions on disaster response programming were conducted last March 2022. The partners, especially the DevCo organizations actively participated and recognized the importance of DRRM in their organization and work, especially since they are situated in high risks areas in Mindanao and working with vulnerable groups. When the initial support ended in 2022, it was realized that further capacity-building activities like follow-ups, technical support, refresher training, basic equipping, and others, are needed for the partner organizations to continue and maintain the momentum of DRRM realization. The Regional Support Project, which will be implemented from 2023 – 2026, will build upon the previous activities and will be directed to continuously raise the ability and preparedness of AWO RO SEA and its partners through further capacity building, development of plans, and by strengthening relationships with networks and other potential partners in the DRRM/ humanitarian sector.
Purpose:
As part of the Regional “Support Project”, AWO RO SEA intends to develop a standard presentation to continue capacitating the partner organizations, mainly Development Cooperation, regarding DRRM. A training was already provided to them in 2021, and to refresh them with the concepts and fundamentals of DRRM, instead of conducting another hybrid (online and face-to-face) training, they will be encouraged to undergo a web-based learning platform that they can take at their own pace. It shall include presentations, videos, and many activities that they will follow and complete at their convenience. This web-based learning platform will solve the challenges of some partner organizations with unexpected staff turnover. In case the trained staff resigned or was replaced, the new staff or the replacement can just go through the platform. The same applies if in case there is a new partner organization that needs to be capacitated on DRRM. A service provider will be hired for the design, content, and creation of the platform.
Duration of Appointment: Less than 4 months (includes the pre- and post-activity process)

Degree of Expertise and Qualifications and other requirements:
- Relevant university degree in related fields like DRRM, Program Management, Information Technology, Web Development, etc.
- Has a strong DRRM experience in the Philippines and has at least five (5) years experience working in DRRM, specifically in disaster response, and capacity building
- Has a background in the organizational development of small local non-governmental organizations
- Has capacities in developing training design, content, and materials
- Has a broad knowledge of current available web-based learning platforms, online systems, applications, and programs, and has experience in developing learning tools
- Has successfully developed at least 1 web-based learning platform or any similar work is an advantage
