We are looking for a highly qualified, self-motivated Shelter & CCCM Coordinator who is able to manage overall strategic and overall coordination of DRC shelter, NFIs and Camp management in the country, work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen emergency response capacity in a highly complex crisis.
DRC is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.
Danish Refugee Council main program objectives (2018-2021) in South Sudan are:
- To save lives and alleviate suffering among displaced people and their hosts
- To reduce displacement related risks and support and facilitate solutions
- To promote peaceful, inclusive and resilient societies and address root causes to displacement
DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, and Ajuong Thok in Unity state, supported by a country-office in Juba.
Overall purpose of the role:
Reporting to the Head of Programmes (HoP), the Shelter and CCCM Coordinator will provide strategic vision and overall coordination of DRCs shelter, NFI and camp and site management and coordination work across the country to ensure that DRC delivers high quality work that has a meaningful impact on those it serves.
The Coordinator will be responsible for developing and rolling out DRC’s overall sector strategies for Shelter/NFI and CCCM in coordination with the field teams, the CCCM Cluster, other DRC technical Coordinators and the HoP. The Coordinator will also be responsible for reviewing technical approaches, methodologies and programming supporting CCCM and Shelter-NFI teams in developing higher quality programming, including a strong protection-lens, which is responsive to the needs of those living in camps and camp like settings.
The Shelter/NFI and CCCM Coordinator will lead DRC’s engagement with the SNFI and CCCM clusters, and other coordination forums, working collaboratively to ensure harmonized and coordinated responses by all SNFI and CCCM actors. The Coordinator will also be responsible for developing new approaches for shelter and CCCM in South Sudan, taking into consideration learnings from the field and the evolving context.
The Camp Management Coordinator will lead efforts to growing the shelter/NFI and CCCM portfolio including fundraising, proposal development and donor engagement. In South Sudan, DRC currently implements shelter and CCCM in PoCs, IDP camps, other camp like settings, within displaced and returnee communities and in refugee camps in Upper Nile and Unity states. The Coordinator will allocate approximately 70:30% of their time to Shelter: CCCM sectors.
To achieve the objectives of the position, the S-NFI and CCCM Technical Coordinator will perform the following tasks and undertake the following responsibilities;
Technical Advice and Strategy
- Develop S-NFI and CCCM strategies for DRC Programme, in line with DRC 2025 and Country Strategy, ensuring integration of conflict-sensitivity and protection lens. Ensure implementation, appropriate revisions and guidance to teams on the Shelter and CCCM strategies for DRC.
- Provide technical advice to programme managers and staff on implementation of S-NFI and CCCM activities in accordance with international standards and best practice;
- Provide guidance and develop new shelter-NFI and CCCM approaches/strategies informed by the changes in the context and beneficiary needs.
- Work with Shelter/NFI Managers to ensure programme methodology, beneficiary selection criteria, monitoring tools, BoQs and designs are in place.
- Put in place mechanisms to ensure and track quality of work for all construction/shelter activities.
- Support Shelter and Camp Managers to strengthen communication with communities, identify beneficiary information needs and provide guidance in developing information and awareness-raising materials and activities, with beneficiary participation, and strengthening communication and complaints mechanisms.
- Promote a participatory approach (engagement of affected population) to camp management and service provision in the camps/sites, ensuring protection principles are upheld.
- Work with Camp Managers to ensure representative governance and leadership structures, and improve capacity and accountability of Camp Management Committees and other community groups through trainings, workshops and close coordination.
- Support design of and coordinate assessments as relevant to camp management and participate in assessments as required
- Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-managed sites
Coordination
- Responsible for ensuring quality of project activities related to camp management components of all projects in DRC refugee and emergency response locations.
- Coordinate information collection and collation across different camps and camp like settings.
- Ensure that minimum standards of quality programming, including humanitarian principles, protection mainstreaming, and conflict-sensitivity, are adhered to across all DRC camp management and S-NFI activities in all locations.
- Improve communication and coordination between CCCM and S-NFI staff based in different locations.
- Ensure integration of camp management and S-NFI activities with other DRC sectors (FSL, Protection/SGBV and WASH).
- Provide technical guidance and advice to Shelter-NFI Team Leaders, Managers and Shelter staff in both refugee and IDP programme locations.
- Technically support Shelter/NFI colleagues, by reviewing technical documents (including drawings and bill of quantities), proposals, and reports to ensure that DRC is providing high quality Shelter-NFI activities in accordance with international standards and best practice.
- Ensure Housing, Land and Property issues are identified and considered in any CCCM and S-NFI programming.
Staff capacity building
- Identify gaps and weaknesses in technical capacity of DRC staff/partners and prepare a training plan to address these in agreement with HoP;
- Ensure roll out of the agreed plan in all sites including preparation of materials and training reports and follow up to the trainings.
- Provide training to CCCM and S-NFI staff, based on needs identified.
External Relations
- Represent DRC at the CCCM and S-NFI clusters in Juba on a regular basis and establish strong links with all S-NFI and CCCM actors and stakeholders;
- Stay up to date with donor strategies and practices within South Sudan and provide technical advice to the HoP in donor relations;
- Maintain close collaboration and good relations as required with donors and partners.
Reporting and information sharing
- Promotion of learning from relevant best practices internally and externally;
- Support review of donor reports for S-NFI and CCCM components for submission.
Strategic programme development
- Identify opportunities to increase scope and quality of DRC S-NFI and CCCM programming in South Sudan
- Participate in gathering information and contribute to CCCM S-NFI proposal development, including working with site teams to ensure accurate assessments, planning of suitable activities, and preparation of log frames with SMART indicators.
Experience and technical competencies:
- A degree in civil engineering, and relevant experience in general engineering in an NGO context.
- At least 5 years’ proven and successful track record of shelter work in humanitarian contexts in emergency and displacement situations including refugees and IDP settings.
- Experience in CCCM is an added advantage, but must be willing to learn and deliver on CCCM work.
- Experience in engineering project assessments, program design, proposal writing and budgeting, surveys, implementation and evaluation
- Strong knowledge of Shelter-NFI, and CCCM protection mainstreaming in a humanitarian setting.
- Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;
- Experience with preparing BoQs and technical design drawings for new construction.
- Proven coordination skills and experience engaging with clusters.
- Proven experience of preparing project proposals and log frames for CCCM and S-NFI projects for donors;
- Experience with different donors i.e. EC, BPRM, UNHCR, ECHO, OFDA, FAO, CHF and DANIDA preferred;
- Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team;
- Computer literate (as well as graphic software: i.e AutoCAD and ArchiCAD
Preferred experience
- Previous experience working in grants is highly desirable
- Previous experience working on gender and is highly desirable
