Shelter and Settlements Project Manager At Norwegian Refugee Council

Job Purpose

The purpose of the Shelter Project Manager position is to oversee the implementation of Shelter Programmes in both Benghazi and Tripoli. The Shelter Project Manager will oversee and manage the implementation of several interventions including, household level rehabilitation, infrastructure projects as well as provision of core relief items and emergency assistance in the form of NFI’s (Nonfood items) and cash cards.

What you will do:

  • Contribute to the development of Country, Area, and core competencies strategies, initiate, and participate in the development of relevant CC projects
  • Coordinate and manage the implementation of household level and infrastructure shelter solutions as well as the provision of NFI assistance (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements
  • Develop, coordinate, and manage shelter projects in Libya in line with proposals, strategies, and donor requirements
  • Develop, review and quality control of technical documents such as BoQ’s, designs, specifications, contracts, and standard operational procedures
  • Ensure high technical quality and transparent processes for construction management and for the distribution of NFI’s assistance
  • Carry out assessments looking at new programmatic areas and geographical areas for the implementation of shelter activities
  • Provide regular progress reports to the Programme Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
  • Responsible for managing, training, and developing the shelter teams in Tripoli and Benghazi
  • Liaise and collaborate with relevant local authorities, UN actors, sectors, working groups and other key stakeholders
  • Representation in internal and external forums on behalf of NRC Libya shelter programme
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance

  • Bachelor degree in a related field
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts. Knowledge of the Libyan context is desirable.
  • Technical expertise in Shelter programming with experience in managing housing and infrastructure projects
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Experience in emergency response program with knowledge in cash programming is highly desirable.
  • Experience in construction contracts management and administration
  • Have an overall understanding of the context and follow any developments that might trigger displacements.
  • Fluency in English, both written and verbal. Knowledge of Arabic is desirable

Additional Information:

Duty Station: Tripoli, Libya

Travel: 40% (travel between Tripoli and Benghazi, occasional travel to Tunis)

Duration of contract: 12 months’ fixed-terms contract, renewable based on funding

Grade 8 in NRC’s grading structure

Reporting line: Area Programme Manager

Provides supervision to: Shelter Coordinator, Team Leader, and Information Management Officer
