The Shelter & WASH Project Manager is responsible for the implementation of Shelter & WASH projects and activities in the east of Ukraine, in line with NRC’s strategy and standards. The position encompasses team management, project cycle management, capacity building, partnership management, ensuring integrated programming and coordination with key stakeholders. The position reports to the Area Programme Manager, with technical guidance from the Shelter Specialist, and is responsible for the overall management of the East Area Office Shelter & WASH team.

Program Design and Planning:

  • Collect and analyse relevant information, and oversee assessments undertaken by NRC or partners for Shelter, WASH and Emergency Response needs in the area of operation.
  • In coordination with partners, staff, area office management, Shelter Specialist and others, contribute to the development of new interventions based on identified needs.

Partnership Management:

  • Build and maintain strong relationships with partners, ensuring effective communication, collaboration, and coordination throughout program implementation.
  • Work in collaboration with the Partnerships Manager/Coordinator to identify potential future partners and assess the performance of NRC’s existing partners involved in Shelter, WASH, Emergency Response or related activities using NRC’s partnership Framework.
  • Support the expansion of NRC’s collaboration with local actors, building and strengthening partner-led implementation ensuring effective guidance, oversight, and technical support.

Program Implementation:

  • Provide technical support and leadership to the Shelter & WASH team and partners in the planning and execution of Shelter, WASH, Emergency Response or related activities ensuring that teams are aligning with programmatic standard operating procedures (SOPs), workplans and budgets.
  • Ensure quality control of NRC and partner-led Shelter, WASH, Emergency Response or related activities.
  • Lead on Area-level coordination of programming relating to Shelter, WASH and Emergency Response, including inter-agency and cluster reporting.

Monitoring, Evaluation, and Learning:

  • Support and collaborate with NRC’s Monitoring, Evaluation and Learning (MEL) Team in conducting baseline assessments, post distribution monitoring, and relevant analytical activities to ensure accountability and quality programming.
  • Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.

Team leadership

  • Line management of staff in line with NRC procedures, ensuring NRC is a great employer to work for.
  • Capacity building, coaching and mentoring of staff to ensure performance and growth of NRC and partner staff involved in the implementation of Shelter, WASH, Emergency Response or related activities.

what you will bring

  • Relevant qualification; Bachelors degree in civil or architectural engineering preferred
  • Minimum 5 years of professional experience leading and managing Shelter, WASH and emergency response programs in a humanitarian and/or recovery context
  • Strong technical expertise in Shelter, WASH and Emergency Response programming
  • Experience managing projects focussed on emergency and transitional shelter, longer-term housing solutions and settlement-wide interventions such as community infrastructure and school construction.
  • Knowledge of cash and markets based programming
  • Demonstrated experience in contributing to the development of proposals and logframes
  • Strong budgeting and budget monitoring skills, including proficiency with MS Excel
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently
  • Strong ability to work with diverse groups/individuals ranging from local partners, local authorities, humanitarian community to the private sector
  • Experience in supporting the Logistics and Procurement department in the procurement and management of non-food, shelter and hygiene items and diverse types of construction and rehabilitation contracts.
  • Experience in managing construction projects undertaken by private companies or vendors.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills
  • Fluency in English, both written and verbal, as well as excellent report writing skills. Knowledge of Ukrainian and/or Russian language is desirable.

What we will offer:

  • Duty station: Dnipro, Ukraine.
  • Contract: 12 months with possibilityof extension.
  • Travel: 30% to project locations (including monthly presence in Kharkiv field office).
  • Salary/benefits: grade 8 on NRC’s International salary scale, with accompanying terms and conditions
