Shelter emergency delegate Ukraine/Moldova (m/f/d) – ref: 2465

For the projects of the International Aid of the Luxembourg Red Cross A.S.B.L. in Ukraine/Moldova on a 12-month ASAP fixed-term contract – renewable.

The position is based either in Ukraine (Kyiv then will evolve according to security towards the East) or in Moldova (Chisinau) with, depending on the needs, travel to project intervention sites.

The projects consist of assistance to refugee, displaced and disaster-stricken populations mainly in the area of shelter and sanitation, as well as supporting the head of mission in the assessments of social and health infrastructure.

The Emergency Operation delegate is responsible for the implementation of emergency projects under the supervision of the Ukraine-Moldova Head of Mission.

Job Context

LRC activities in Ukraine/Moldova

LRC has been operating in Ukraine since 1992 and increase the response during the crises in 2014. Since 2015, LRC has an office in eastern Ukraine in Donetsk oblast, where we are implementing emergency and development actions with the aim of improving quality of life, promoting rights of vulnerable individuals, and to strengthening health infrastructures.

In Moldova, LRC support displaced people and refugees arriving at the Moldovan-Ukrainian borders. LRC operations started beginning of May with some relief activities to support the Moldovan Red Cross.

LRC’s current portfolio adopts an integrated and multi-sectoral approach which includes interventions centered on Shelter, WASH and Health. The operational context in Ukraine today is considered largely humanitarian/emergency while phasing in resilience programming.

Under the responsibility of the Head of Mission, you contribute within the country where you will be based to the implementation of the mandate and the strategy. You will have a role providing overall leadership of the program development.

Security context in Ukraine-Moldova

In the context of the intense tensions created by the concentration of Russian troops on the borders of Ukraine, by the Russian decision to recognize the independence of the provinces of Donetsk and Lugansk and in view of the establishment of the state of the emergency decided on February 23 by the Ukrainian Parliament, security context in Ukraine is tensed, especially in the east. Several explosions were reported in Kharkiv, Bahkmut, Komyshuvakha, Mykolaivka, Berestove, Bilohorivka, Semyhiria and Mayorske. Russian forces are currently carrying out assault actions near Roty, Mykolaivka and Komyshuvakha.

General Staff of the Armed Forces of Ukraine also reported that Russian army bombarded Sieverodonetsk, Lysychansk, Pryvillia and Katerynivka with mortars, artillery and MLRS and that Russian air force carried out an airstrike in Toshkivka, on 8th June.

The risks incurred in Ukraine are:

  • Nuclear or industrial risk
  • Risk of fraud

In Moldova, the security situation is rather stable. Nevertheless, Transnistria remains an area of vigilance. Located in the east of the country, Transnistria is a separatist region that is not controlled by the Moldovan government. Since February 28, all crossing points between Ukraine and Transnistria have been closed. Travel to Transnistria is currently not recommended unless there is an imperative reason.

Foreign travelers may encounter difficulties at checkpoints that are on the roads leading into or out of Transnistria.

In addition, they must show increased caution and not photograph checkpoints, military installations, security forces and other sites of strategic importance (hydroelectric dams and government buildings in particular).

Role

Hierarchical links:

  • Works under the direct responsibility of the LRC Head of Mission in Ukraine and Moldova.
  • Responds indirectly or in the absence of the head of mission to the Ukraine/Moldova desk at headquarters.
  • Has under its operational responsibility the people assigned to the projects.

  • Ukrainian Red Cross Society.
  • Partner National Societies present in Ukraine and Moldova.
  • IFRC and ICRC.
  • Members of clusters and working groups in which the employee is mandated to participate.
  • LRC colleagues in Ukraine and Moldova.
  • Works in very close collaboration with the admin-end-logistics of the AICRL and its head of mission in Ukraine/Moldova for the planning of operations and the proper functioning of the mission.

Responsibilities:

Under the responsibility and supervision of the Head of Mission:

  • Ensure the technical, logistical, and administrative management of emergency projects in the areas of shelter and sanitation, as well as major social and health infrastructure.
  • Ensure compliance with tender procedures, procurement.
  • Ensures the follow-up of the projects, in particular by regular visits in the field, the follow-up and meeting of the construction sites, regular meetings with the interlocutors and partners concerned, in order to guarantee that the activities of the projects are directed towards the objectives and expected results in the logical framework of the projects.
  • Contribute to the monitoring of humanitarian needs and to the adaptation and development of response strategies.
  • Ensure the drafting of monthly implementation and monitoring reports and contribute to the drafting of narrative and financial reports to donors.
  • Ensure the coordination of actions with the authorities and other humanitarian actors and participate in the meetings essential to the proper functioning of the projects (meetings of the RC movement, clusters, etc.)
  • Work jointly with the regional and local Red Cross, and our teams of engineer-architects to ensure a good quality of the works implemented, as well as their training in this area
  • Participate in Shelter country and regional meetings, as well as work jointly with the Shelter coordinators of the Red Cross movement
  • Ensure compliance with security rules and take the necessary measures to adapt them according to the evolution of the context
  • Official representation of the Luxembourg Red Cross in the event of the absence/unavailability of the head of mission and participation in the coordination processes of Shelter, Wash and Health actors

Candidate Profile

Essential criteria (applications that do not correspond to them will not be accepted):

Education: Bachelor degree or higher level diploma in the field of construction / project management in shelter or cash are essential.

Experience: At least 5 years of experience in the implementation of humanitarian or development projects.

Languages: Excellent spoken and written communication skills in English, French is a plus.

Professional competency in written and spoken Ukrainian/Russian

Data processing: Excellent computer skills, in particular Word, Excel and Powerpoint. Tools such as PowerBI and Kobo is an advantage.
