Shelter Engineer – Syria / Azaz At GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Shelter Engineer is responsible of evaluating shelters and infrastructure projects, determine repair needs, and create Bills of Quantities (BoQs). Additionally, the role involves overseeing the repair and construction works, ensuring quality assurance and verification, assessing the work and addressing any issues that arise, and ensuring timely completion of the projects. The Shelter Engineer is also responsible for making sure that all repairs meet required standards for safety and quality. Other duties include identifying beneficiaries, conducting needs assessments, preparing technical standards, planning, training beneficiaries on self-help shelter rehab, supervising the shelter program’s implementation, and ensuring that the work is completed within budget and on schedule. On a day-to-day basis the Shelter Engineer will be involved in a wide variety of activities involving procurement processes, liaising with beneficiaries and local authorities.

Duties, objectives, and competencies:

  • Beneficiary Identification, Needs Assessment, and Preparation.
    • Conducting community assessment through (Observation visits, Key informant interviews, Community representative interviews (Including local authorities), Focus group discussions (inclusive of women, children, etc)).
    • Beneficiary identification in collaboration with GOAL beneficiaries’ selection and verification teams
    • Inspecting and validating HLP documents
    • Contributing to preparing and signing the rehabilitation agreements and completion certificates with beneficiary/owner
    • Participating in resolution of any conflict that may arise between landlord and households if requested.
    • Training the selected HHs receiving the shelter assistant through the self-help modality on safe construction practices, good risk awareness, mitigation, and management practices. In addition to offering guidance on construction techniques, safety, and risk management.
  • Technical Evaluations, Assessing Repair Needs, And Implementation:
    • Conducting technical assessments of shelter units or construction sites
    • Preparing BOQs and SoW of shelter units and any other infrastructure projects
  • Monitoring and Supervision
    • Monitoring repair or construction works to ensure they meet agreed standards.
    • Checking materials and tools for quality
    • Addressing issues to avoid delays.
    • Ensuring timely completion of repairs
    • Ensuring Properly storing materials and minimizing waste
    • Implementing health and safety practices
    • Overseeing the handover process and obtaining beneficiary sign-off
    • Performing regular site visits and conducting progress reports
    • Conducting quality assurance checks
  • Quality Assurance and Documentation
    • Preparing technical terms and standards
    • Following up on the implementation of the rehabilitation and construction activities and monitor the quality of the work.
    • Quantity surveying and verification of quantities of materials and works.
    • Producing weekly/daily progress reports on the project’s activities
    • Preparing and archiving all supporting documentation including completion certificates, logs, reports in hard and soft copies for payment to contractors
    • Maintaining accurate records of the selection process, and ensure that its available to the community and other stakeholders upon request.
    • Sensitizing the beneficiaries on the grievance mechanisms
    • Support outreach staff.
  • Other related tasks: Carrying out other related tasks as directed by the line management.

Requirements (essential)

  • BA in Civil or architectural Engineering (or other relevant subject or equivalent professional / technical qualification).
  • Minimum three years within the field of NGOs in WASH and/or shelter sectors.
  • Familiarity with the minimum construction standards in Humanitarian interventions (e.g., Sphere)
  • Excellent communication skills in Arabic, a reasonable level of English in reading and speaking.
  • Computer literate (Microsoft Office) and AutoCAD is a must and other engineering software knowledge is an asset.
  • Willingness to work on site, and travel to construction sites all the time.
  • Able to communicate, collaborate and share tasks with other GOAL teams, and other NGO field staff.
  • Flexibility, willing to assist in other areas of work as relevant and needed.
  • Excellent time management skills and the ability to prioritize work when under pressure.
  • Team player.

Requirements (desired)

  • Minimum two years of shelter construction/rehabilitation expertise within NGOs.
  • Experience in using mapping software (e.g., GIS), and creating electronic data collection forms.
  • Good written and spoken English.
  • Previous experience in camps/communities’ infrastructure projects.
  • Cash based programming experience is a plus.
