Shelter Programme Manager-Idleb-Syria At GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The Shelter Programme Manager oversees the implementation of GOAL’s Shelter activities, and will have the overall responsibility of ensuring GOAL’s systems and procedures are followed, and direct supervision of GOAL Shelter team in Idleb.

Duties, objectives and competencies

Plan the project

  • Develop SOPs, MOUs and templates needed to assess and administer the activities
  • Select the sub-districts and village GOAL will target
  • Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project
  • In collaboration with Field Managers, sensitize relevant stakeholders to the program

Supervision

  • In consultation with the Shelter Coordinator, recruit, interview and select staff and/or volunteers with appropriate technical skills for the project activities
  • Manage technical staff and/or volunteers according to the established policies and practices of the organization
  • Ensure that all project personnel receive an appropriate orientation to the organization and at the beginning of each new project

Implement the project

  • Execute the project according to the project plan
  • Short-list beneficiaries with relevant stakeholders and other GOAL staff
  • Conduct housing, land and property verification of short-listed beneficiaries
  • Finalize beneficiary agreements after works approved
  • Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project
  • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project
  • In collaboration with Field Management troubleshoot on issues with contractors and technical works

Control the project

  • Write reports on the project for management and for funders
  • Monitor and approve all budgeted project expenditures
  • Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis (monthly/bimonthly)
  • Manage the logistics associated with delivering the project
  • Ensure that the project deliverables are on time, within budget and at the required level of quality
  • Any other duties as required

Requirements (essential)

  • Bachelor’s in (Civil, Structural, Architectural, Mechanical, Electrical Engineering)
  • 3-15 years of experience in Shelter, Emergency, Infrastructure, CCCM or WASH programmes with an NGO in Syria.
  • Proven capacity for the team building and the performance management of a diverse team.
  • Proven capacity for policy development, and long-term strategic planning.
  • Awareness of community-based approaches and working with local communities and partners including NGOs, CBOs, LGAs and informal community groups.
  • Proven problem solving and coordination skills, communication skills, flexibility and calmness under pressure.
  • Familiarity with the minimum construction standards in Humanitarian interventions (e.g., Sphere)
  • Excellent written and spoken English language skills.
  • Strong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel).

Requirements (desired)

  • Management experience with an NGO
  • A practical experience in managing a shelter programme or a programme from similar discipline in Syria.
  • Project Management qualification (PMD, PMP, PRINCE2).
  • working knowledge of ‘housing, land and property (HLP) rights.
  • Proven ability to build the capacity of partner/ local organizations is an advantage.
