Shelter Programme Officer, Gaza (National Position) At HEKS/EPER

HEKS/EPER pursues the vision of a just world where the dignity of everyone is respected, peace reigns and the natural environment is conserved. The Shelter Programme Officer (SPO) based in the Gaza strip is a critical member of the humanitarian aid team responsible for the effective implementation, coordination, and monitoring of humanitarian projects in the field. This role involves working closely with the HEKS/EPER Team in Gaza, local communities, partners, and stakeholders to ensure the delivery of timely and quality assistance.

Shelter Programme Officer, Gaza (National Position)

Your main responsibilities:

This position is expected to lead in Gaza the overall Shelter emergency response organized by HEKS/EPER in support of the Gaza Humanitarian crisis.

The Shelter Programme Officer (SPO) – in close collaboration with the Area Manager (AM) – will assist the programme implementation (through partners), supervision and monitoring of Humanitarian activities. She/he will work closely with different team members within the unit and coordinate with other stakeholders such as UNWRA, OCHA. She/he will ensure adequate planning and execution works. She/he will be the focal point of HEKS/EPER in Gaza for the Shelter sector.

Programme Management

  • Working closely with the AM for your sector, including development of high-quality concept notes and proposals. Provide technical support for the expansion of HEKS/EPER program in Gaza and contribute to develop country level humanitarian strategies
  • Working with the AM to develop sector response plans and master budgets and contribute to HEKS/EPER overall Shelter response strategy
  • The SPO will be responsible for assessments, projects design, reports preparations for donors in close collaboration with the MEAL Officer
  • Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans)
  • The SPO will ensure that the assigned projects met the objectives and are completed within allotted time frame, budget and set quality
  • Continuously monitor and supervise project activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data
  • Provide detailed, accurate and timely weekly reports to supervisor on activities, challenges and areas in need of improvement including operational data. Will work closely with the MEAL Officer
  • Ensure constant communication with project staff and partners to identify potential problems, formulate recommendations and solutions and report
  • Ensure community participation in the activities

Coordination and Advocacy

  • Participate in sector meetings, working group meetings, and other coordination meetings led by relevant agencies
  • Ensure robust and efficient coordination with other sectors agencies

MEAL

  • With support from the Monitoring & Evaluation team put in place an M & E plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work
  • With support from the Monitoring & Evaluation team put in place accountability activities for your project, ensuring that feedback from families is considered in project design
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere & CHS standards

Logistics

  • Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly

To be successful you bring:

  • Master’s degree in Architecture, Civil, Structural and Building engineering, or construction with minimum seven years of relevant professional experience
  • Awareness of transitional shelter and settlements options including technical design
  • Prior experience in DRR, Humanitarian Coordination and external representation, NFI Programming, Programme Management, Community Participation and Accountability, Budget Management, Monitoring and Evaluation, Training and Capacity Building, proposal development and fundraising, project reporting
  • Excellent analytical and conceptual skills
  • Fluency in written and spoken both English and Arabic
  • Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritization and time management skills)
  • Ability to ensure that internal and external stakeholders understand and duly follow HEKS/EPER’s procedures and guidelines
  • Excellent IT and computer skills
  • A diligent and trustworthy person with appropriate attention to detail
  • Excellent team player and social capabilities
  • Willingness to accept frequent field missions
  • Ability to establish collaborative relationships with staff, beneficiaries, and other stakeholders
  • Strong attitude to take initiative, work autonomously, and achieve results effectively
