The Infrastructure & Shelter Project Manager plans, develops, monitors assigned shelter and infrastructure projects, assessing needs,initiating and effectively managing and reporting on the projects in line with the objectives, timeframe,budget and HEKS/EPER values. Provide technical support, leadership and strategic direction; meet quality standards in delivery, encourage beneficiary participation, liaise with other stakeholders, manage and train shelter and infrastructure staff.

Your main responsibilities:

Programme Management

  • Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).The PM will ensure that the assigned projects met the objectives and are completed within allotted time frame, budget and set quality.
  • Manage assigned shelter and infrastructure projects to meet project objectives within the budget and allocated time frame
  • Working with the CD, DCD and HQ to develop sector response plans and master budgets and contribute to HEKS/EPER overall Shelter response strategy
  • Continuously monitor and supervise project activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data
  • Implement appropriate and effective shelter strategies in line with other shelter staff and field managers
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project
  • Ensure accurate and timely reporting of activities according to donor and other applicable timeframes
  • Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers

Financial Management

  • Manage budget for the assigned projects and ensure all expenses are according tobudget and meet HEKS/EPER standards regarding financial management, including accountability and good governance

Coordination and Advocacy

  • Participate in sector meetings, working group meetings, and other coordination meetings led by relevant agencies and representing HEKS/EPER
  • Ensure robust and efficient coordination with other sectors agencies

Logistics

  • Support the logistics activities of shelter staff and infrastructure, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities
  • Liaise,as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly

Quality Management

  • Ensuring that all standardised format are used and guidelines are followed
  • Ensure shelter and infrastructure projects are implemented in line with donor proposals and requirements and in accordance withHEKS/EPER, donor, sector cluster, country and international standards

MEAL

  • Work closely with support from the MEAL Manager and support to put in place an M&E plan for your project, ensuring this links to reporting requirements, and capacity building of field staff
  • Ensure all necessary support and inputs provided to MEAL unit to put in place accountabilities in the project, ensuring that feedback from communities is considered in project design
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere & CHS standards

To be successful you bring:

  • Professional qualification/ Master degree in a construction-related field such as Civil Engineering, Architecture, Engineering / Construction management.
  • Minimum seven years of relevant professional experience
  • Awareness of transitional shelter and settlements options including technical design, host family support and camps
  • Excellent working knowledge of the English language (speaking and writing)
  • Team leadership and management skills in an construction context and ability and willingness to manage project implementation
  • Good numerical, report writing and administration skills
  • Knowledge and understanding of humanitarian standards such as Sphere and CHS
  • Problem solving and technical construction skills within a humanitarian setting
  • Experience and strong capabilities in strategy development especially in terms of NGO setups
  • Excellent communication, representation and networking
  • Willingness to support others and to share workload
  • Work under Stress, and flexibility to take on need based tasks
  • Working attitude characterized by initiative, integrity, effectiveness, cooperation, participation, and respect
