Context:
Under the general supervision of the Chief of Mission (COM) and Humanitarian & Transition Program Manager, and direct supervision of the Emergency Shelter and Non-Food Items (ES/NFI) Project Officer, the Shelter & Settlement Roving Officer will provide technical, administrative and logistical support for the coordination, implementation and management of the shelter and Non-Food Item (NFI) operations in Sudan.
Core Functions / Responsibilities:
- Ensure the timely and adequate implementation of IOM Shelter & NFI Programme activities and initiatives in line with the program strategy, guidelines, targets, and deadlines, including assessments, IOM’s direct distribution, construction monitoring, and post-distribution monitoring activities.
- Draft regular and detailed reports for the supervisor on the implementation of shelter activities, including on project progress, and completion of beneficiary lists in locations where activities are being implemented; monitor staff activities to enable the implementation of the program as planned, and recommend corrective actions and improvements as needed.
- Provide technical inputs for the development of project proposals and for project reporting activities as required.
- Generate and draft documents necessary for the implementation of IOM Shelter/NFI activities, including Standard Operating Procedures (SOPs), reporting templates, material specifications, drawings, and other technical documents.
- Liaise with Implementing Partners (IPs) when necessary, monitor the progress of project implementation, and follow up as necessary to facilitate timely delivery of assistance and quality reports to be shared with IOM.
- Assist in developing bid of quantities (BoQs), monitor ongoing construction activities check that the project is in line with national guidelines; and suggest shelter modalities based on the current situation on the ground.
- Undertake regular field visits for extended periods of time to support field coordination and liaise with counterparts as per program requirements.
- Compile and draft beneficiaries’ stories in close coordination with the program support unit and media colleagues as necessary.
- Facilitate close coordination with local government authorities in all phases of the program’s implementation.
- Check that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV), and other vulnerable groups are considered in the program implementation.
- Facilitate donor visibility in the activities of the Shelter/NFI Programme.
- Participate in and report on Shelter/NFI Cluster coordination meetings, donor and government meetings and contribute to the establishment of partnerships with relevant stakeholders.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Civil Engineering, Architecture, Supply Chain Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in implementing shelter programming in an emergency/recovery context;
- Experience in using cash-based interventions in shelter programs, in particular, the use of vouchers and set up of fairs in remote locations;
- Experience in emergency, project implementation, and management including project monitoring and reporting is an advantage.
Skills
- Proven computer skills, including proficiency in MS Office package (Office, Excel, PowerPoint, Outlook), are essential;
- Undertake duties delegated by the respective supervision, hold self-accountable in completion of assigned task, and manage resources efficiently;
- Knowledge of Computerized-aided design programs such as AutoCAD, as well as design programs such as Adobe InDesign and Photoshop a strong advantage; • Knowledge of the region is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is highly desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
