Short-term consultancy for RET Germany in Mali At RET Germany e.V.

Project proposal development of improving livelihoods and food security and through peaceful relations in Segou region.

Type of contract: Professional services / Consultancy

Duration: 10 to 12 days of work

Objective: Provide technical input for the development of a 10-page detailed concept note for Mali, Transitional Aid.

Concept Note Language: French and preferably also in English

Location: The consultant will be home-based

Supervision: The deliverables of this consultancy will be developed under the supervision of Sahel regional director

Professional qualifications:

• Graduate degree in a relevant field
• 10 years’ experience in proposal development and program management of humanitarian and development programs in Africa, particularly in Mali.
• In-depth knowledge of the local context (political, cultural, economic, security, etc.) in Mali, and specifically in the Segou region.
• Strong knowledge in value chain, market research, and food security.
• Preferably knowledge in peace building.
• Strong network and knowledge of development actors in Mali, specifically in Segou region.
• Strong communication skills, fluency in French and preferably also in English.
• Ability to work independently and as in a team.
• Understanding of the necessity for confidentiality and discretion regarding the proposal.

The Consultant shall:

• Comply with internal policies, ensuring that activities and their performance comply with with the provisions of the Code of Conduct, RET’s PSEA (Protection from Sexual Exploitation and Abuse), and Children and Youth Safeguarding Policy, ;
• Work as a team member to achieve RET’s goals;
• Manage in a transparent way RET’s resources, fulfilling effectively and efficiently the tasks entrusted;
• Propose, constructively, alternative solutions to problems that arise in the work area.

Tasks:

1. Information and data gathering:

Assist RET Germany in collecting information and data required to complete a project proposal for improving livelihoods and food security and through peaceful relations project in Segou, Mali.

Identify suitable key informants and conduct in-person or virtual interviews to collect the required information. Key informants could include:

• Ministry of Agriculture
• Ministry of Labor
• Ministry of Education
• Ministry of Social Affairs
• Regional/local government authorities
• ILO
• Local and international NGOs operating in the area,
• civil society organizations who are active in the area.

1. Coordination with development actors:

Identify development actors who are already working in livelihoods and food security and through peaceful Segouand put RET in touch with their contact persons / help organize meetings with them.

1. Provide technical input and to help to write the proposal based on the approved concept note, including appropriate activities, implementation approaches, target groups, indicators, implementation partners, project coordination, risks, and mitigation measures, etc.
2. Input to project budget:

Assist RET in developing the project budget, through obtaining information on the local market prices for different services and goods.
