1. BACKGROUND

Mekong Malaria Elimination (MME) Programme is the successor project of Emergency Response to Artemisinin Resistance (ERAR). The objectives of MME are supporting the GMS Malaria Elimination Strategy and Approaches focus on three key areas of work, Partnership Coordination, Advocacy and Communication, and Cross-Country Projects. MME supports the implementation of the strategy and strengthens malaria disease control by: applying effective strategies and policies, including those related to drug resistance; increasing the involvement of communities, health-care providers, nongovernmental organizations and corporate partners, through increased country support and strong partnerships; and strengthening surveillance, monitoring and evaluation.

2. PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The consultant will support two main goals. The first one is the communication-related activities for the Mekong Malaria Elimination (MME) programme. The consultant will facilitate the information exchange between WHO and partners as well as external stakeholders, thereby increasing the WHO’s presence in the Mekong Malaria Elimination Project. The second one is the incumbent administers, coordinates and organizes the ground level activities and events of the team, including work with and across programmes. He/She provides technical assistance and sees to logistical requirements, including support in the preparation of proposals.

3. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

In close collaboration with the MME Coordinator and other technical officers (e.g. surveillance officer) as well as relevant technical officers in WHO Western Pacific Region (WHO/WPRO), WHO South-East Asia (WHO/SEARO) and partners, a consultant will develop communication materials for MME, based on the previously developed communication plan. Another main duty is programme management on workplan and budget.

4. METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS

Output/s:

Output 1: Produce publications of the MME Programme

Deliverable 1.1: Produce MME Epidemiology Summary and Bulletin for MME website and mailing list distribution

Deliverable 1.2: Write new pages for MME website, based on the re-designed structure

Deliverable 1.3: Produce MME Partnership Activity Summary, intended for partners only

Output 2: Support WHO messaging on Greater Mekong Subreigon (GMS) malaria elimination

Deliverable 2.1: Write key messages, background materials, briefings and notes/reports of planned meetings/workshops, including:

· Support the development and dissemination of the draft meeting agenda

· Draft, revise and disseminate meeting minutes and key decision points

· Develop meeting reports of planned MME’s meetings/workshops

· Develop web stories/photo stories on the implementation of malaria elimination based on the findings in the field visit to Greater Mekong Subregion (GMS) countries

Deliverable 2.2: Produce presentations on Greater Mekong Subregion (GMS) countries malaria elimination at key meetings (a week prior to the meeting or earlier if requested by secretariat of the meeting) such as:

· Global Fund’s Regional Steering Committee (RSC) meeting

· Operational Research Forum

· WHO Malaria Policy Advisory Committee (MPAC)

· Malaria Elimination Strategic Review

· Therapeutic Efficacy Study (TES) meeting

· Annual Surveillance meeting

Output 3: Support programme management and planning

Deliverable 3.1: Strategic positioning – Regional/National workplan

· Consolidates the national plans of action through systematic coordination of communication activities and monitors the allocation of resources. Liaises with partners and stakeholders.

Deliverable 3.2: Project/Programme management:

· Collaborates with internal and external stakeholders in the execution of programme communication activities. Organizes events and handles logistics and on-the-ground requirements. When assigned in the country office, working closely with the National Government, the incumbent also coordinates the implementation of projects and initiatives across the various WHO programmes, and supports the integration of these efforts to work towards a comprehensive approach to health interventions and the proper handling of cross-cutting issues.

Deliverable 3.3: Support MME coordination and manage the MME operational budget including planning, submission and reporting on the communication activities budget to WHO and donors.

Deliverable 3.4: Maintain custody of all MME documents, including governance documents and policies, proposals/concept notes, grant performance and MME oversight reports key communications/correspondence with the partners including financial reports, etc.

Deliverable 3.5: Networking/Fund raising/Partnership

· Coordinates and provides support to team efforts in mobilizing resources and sourcing funds, and provides related administrative assistance, such as preparing of proposals, reports and materials concerning communication activities.**

5. QUALIFICATIONS & EXPERIENCE

EDUCATION Essential: Advanced university degree in public health, statistics, communications or related subjects from a recognized university.

EXPERIENCE Essential: Minimum of 7 years relevant work experience working on communication topics related to the disease elimination programme (e.g. polio, malaria, NTDs) and sound experiences in programme/budget/project management at national and international level. Experience in WHO or other UN Organizations is preferrable.

TECHNICAL SKILLS & KNOWLEDGE

  • Knowledge of the specific or technical area of public health;
  • Ability to develop plans and proposals;
  • Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
  • Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.

LANGUAGES

Expert level of English is essential (Read-Write-Speak). Working knowledge of other UN languages is an advantage.

PLACE OF ASSIGNMENT

Locations:
A consultant primarily based in WHO Office in Phnom Penh, Cambodia to ensure the close collaboration and interaction with MME team.

MEDICAL CLEARANCE

The selected consultant will be expected to provide a medical certificate of fitness for work.

TRAVEL

The Consultant is expected to travel according to requirement of MME programme i.e. field visit to GMS countries, key meetings etc.

*All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.*
