Plan International Jordan was established in 2016 and has programs throughout the country on education, youth empowerment, and protection in Amman, Karak, Jarash, and Azraq camps. Plan’s Global Gender Equality and Inclusion policy states that the core objectives of Plan International’s work are to achieve gender equality, promote gender justice, realize their rights, fostering an inclusive society. This commitment is reflected in our five-year country strategy, our Values, and Behaviours Framework, and our Theory of Change.

We aim to:

  • confront and challenge discrimination and human rights violations based on gender. This includes gender-based violence and other forms of exclusion.
  • challenge stereotypes and unequal power relations between women, men, boys, and girls to promote gender equality, girls’ rights, and inclusion.
  • foster an organizational culture that embraces and exemplifies our commitment to gender equality, girls’ rights, and inclusion, while supporting staff to adopt good practices, positive attitudes, and the principles of gender equality and inclusion.

Project Background

The She Leads program in Jordan is a strategic initiative led by a consortium of organizations dedicated to advancing the rights and influence of Girls and Young Women (GYW). The consortium includes Plan International Jordan (PI) as the lead organization, alongside Terre des Hommes (TdH) represented by Terre des Hommes Lausanne, and DCI/ECPAT represented by Jordanian Women Union and Jordan River Foundation respectively.

Regionally, the consortium expands to include Defence for Children-Palestine and Plan International Lebanon. Together, these organizations form a collaborative network focused on enhancing the collective action of GYW in civil society, promoting positive socio-cultural gender norms, and enabling meaningful participation in decision-making within political institutions.

The She Leads project aims to increase the sustained influence of GYW on decision-making processes and transform gender norms across formal and informal institutions. Spanning five years from 2021 to 2025, the initiative is aligned with Jordan’s development goals, including the UN’s Sustainable Development Goal 5 on gender equality.

Key program objectives include promoting inclusive environments for GYW regardless of background, fostering gender-sensitive programming in civil society, and advocating for legislative reforms to integrate gender equality principles by 2025. This effort is bolstered by coordination with initiatives supported by the Dutch Embassy, ensuring synergy in promoting women’s rights and gender equality.

In Jordan, the She Leads project targets diverse groups such as adolescent girls and boys, young women and men, early married girls, those with disabilities, and those who have dropped out of school. This inclusive approach aims to empower these groups through leadership development and initiatives promoting gender equity.

As the project nears its conclusion in 2025, ensuring sustainability and lasting impact is crucial. To achieve this, the consortium is seeking the expertise of a Sustainability Consultant to provide recommendations and strategies that will maximize the enduring benefits of the She Leads initiative.

Objective:

The primary objective of this Sustainability Workshop is to explore strategies and mechanisms for leveraging the sustainability of She leads consortium activities and the Girls and Young Women (GYW) networks. The workshop aims to address the question of how to ensure the longevity and effectiveness of She leads activities beyond the end of the project 2025.

Scope of Work

The consultant will be responsible for the following activities:

  1. Review and Assessment:
    • Conduct a rapid review of the Jordan consortium activities from 2021-2024 and the regional conosrtuim activities from 2021-2024 in addition to the outcomes, and Mid term review results.
    • Assess the strengths, weaknesses, opportunities, and threats (SWOT analysis) related to the sustainability of the consortium activities.
  2. Sustainability Strategy Development:
    • Develop with the consortium a detailed sustainability strategy that includes clear objectives, activities, and timelines.
    • Recommend institutional and policy advocacy strategies to integrate the project’s objectives into local and national development agendas.
  3. Capacity Building:
    • Provide a two-day training- one for each consortium- for project staff on sustainability practices and strategies.
    • Provide a two-day follow up training- one for each consortium- on the agreed sustainability practices and strategies.
  4. Reporting:
    • Prepare a comprehensive final report outlining the sustainability plan, key findings, recommendations, and a roadmap for implementation.
    • Present the findings and recommendations to the project management team.

4. Deliverables

The consultant is expected to deliver the following:

  1. Detailed sustainability strategy document.
  2. Sustainability workshop to create the activities with project team.
  3. Final report with recommendations and implementation roadmap.

5. Duration

The consultancy is expected to start from July 21 until 31th of august.

Rapid analysis of She leads program and reports  5 days

Delivering-Separate-two days physical workshop – One in 28/7/2024 and one in 19/8/ 2024 – 2 days

Delivering a follow up and monitoring online workshop to validate the workplan | One for the Jordan consortium on 5th of august | One for the regional consortium on 27th of august – 2 days

Submitting the detailed sustainability strategy document for the Jordan consortium on 7/8/2024 – 2days

Submitting the detailed sustainability strategy document for the regional consortium on 29/8/2024 – 2 days

Submitting the final report with recommendations and implementation roadmap – 2 days

Consultant Required Skills and Experience:

  1. Proven professional record in conducting similar assignments and achieving expected results.
  2. Excellent communication and writing skills in both English and Arabic;
  3. Comprehensive knowledge and hands-on experience in producing podcasts and social media content, including reels.
  4. Proficiency in designing and delivering training sessions to diverse groups of participants, ensuring engagement and knowledge retention.
  5. Familiarity with key human rights issues, particularly those relevant to the target audience, to provide context and relevance during the training.
  6. Awareness of cultural nuances and sensitivity to diverse perspectives to ensure inclusivity and relevance in the training content and delivery.
  7. Ability to assess participants’ learning progress and provide constructive feedback to support their development throughout the training program
  8. Flexibility to tailor training materials and delivery methods according to the specific needs and preferences of the participants.
  9. A dedication to promoting gender equality and integrating gender perspectives into all aspects of the training program.
  10. Excellent communication and presentation skills, with the ability to engage and inspire participants of diverse backgrounds and skill levels.
  11. Strong interpersonal skills and the ability to work effectively with individuals and groups.
  12. Flexibility and adaptability to customize training content and delivery methods according to the needs of the audience.
  13. Has carried out at least two similar consultancy contracts around the same core subject areas.
  14. Over 5-8 years of professional experience

    An itemized and detailed budget, indicating the unit costs for consultancy fees. Please note that Plan International Jordan will provide all logistics. A point scoring out of 100 points, shall be applied based on the following percentage for the two major components (technical and financial).

Plan International defines a gender-responsive business as one that meets criteria for integrating gender equality and women’s empowerment principles in its policies and practices, and which is aligned to international norms and standards.

consultant must fulfil at least one of the following criteria to get 5 points:

  • A woman-owned business i.e., “a business [which is] owned in whole, or at least more than half, by one or more women”
  • Women occupy more than 35% of management positions in the organisation
  • At least 55% of the workforce are women
  • There are robust gender equality initiatives in place, e.g., a gender equality procurement policy, women empowerment principles are implemented in the organisational policies, etc.
