Background:
The government of Bangladesh has prioritized adolescent health & developed the national adolescent health strategy 2017 – 2030 & for the operationalization of this strategy, a national plan of action has been developed. Both the strategy & action plan are guided by the human rights principles & clearly states that all adolescents, irrespective of their gender, age, class, caste, ethnicity, religion, disability, civil status, sexual orientation, geographic divide, or HIV status, have the right to attain the highest standards of health. Being unaware of their sexual & reproductive health rights & with a limited ability to execute those rights, adolescent suffer from multiple reproductive health, nutrition & wellbeing related issues with grave consequences. Hence it is crucial to ensure the adolescents are given the necessary services, information, skills & opportunities to develop their full potential to become healthy & productive in their adulthood.
Currently there are several training manuals on adolescent friendly health services for the service providers & frontline health workers but there is no comprehensive adolescent health service package. Hence both the adolescent & school health program of Maternal Newborn Child & Adolescent Health (MNCAH) of the Directorate General of Health Services (DGHS) & adolescent & reproductive health program of the Directorate General of Family Planning under the Ministry of Health & Family Welfare (MoH & FW) are willing to develop a comprehensive adolescent health service package covering all the strategic directions (ASRHR, Mental Health, GBV, adolescent nutrition) & review & revise the available training guidelines, modules, IEC / SBCC materials.

Objectives, purpose & expected results:
The consultant will directly work under Health Officer, Adolescent Health & closely work with Program Manager, Adolescent & School Health Program, MNC & AH, DGHS & Program Manager, Adolescent & Reproductive Health, MCRAH, DGFP of MoH & FW & other stakeholders & will revise & update the training packages. The consultant will also support in formation of technical committee & be responsible for day to day communication with relevant counterparts for necessary arrangement i.e., government order, call up notice, workshops which are necessary for obtaining approval of this document.

Key tasks & responsibilities:
Review & update the adolescent health modules for service providers & frontline workers, flashcards etc. & get endorsement form ministry.
Develop & endorse comprehensive adolescent health service package.

Deliverable 1:
Report of detail implementation plan activities.
Formation of comprehensive adolescent health package development advisory committee or Technical Working Group (TWG).
Reviewed all existing adolescent health training packages & drafted comprehensive adolescent health service package in consultation of all stakeholders of DGHS & DGFP.
Revised the flashcards for community based AH awareness program.
Facilitated consultation workshop to finalize the training packages, modules, guidelines etc.

Deliverable 2:
Facilitated consultation workshop to finalize the comprehensive adolescent health service package including flashcards & to get endorsement from ministry.
Reviewed facilitator’s guideline, health service providers module & frontline workers training module.
Drafted the revised facilitators guide & training modules.

Deliverable 3:
Facilitated consultation workshop to finalize the facilitators guide & training modules.
Facilitated first batch of national / sub national level TOT on each training package for service providers & frontline workers.

Project reporting:
The consultant will directly work under Health Officer, Adolescent Health & closely work with Program Manager, Adolescent & School Health Program, MNC & AH, DGHS & Program Manager, Adolescent & Reproductive Health, MCRAH, DGFP of MoH & FW & other stakeholders.

Key competencies:
Master’s degree in social science, public health, or developmental studies with at least 5 years working experience with government & UN partners with demonstrated work experience in gender based programming, sexual & reproductive health rights, women rights etc. with government, developmental partners, civil society organization.
Previous experience in guidelines, packages, module development etc. will be given preferences.
Good background & skills in facilitating training, workshops, coaching & mentoring others.
Proficient in Word, PowerPoint & Excel or other statistical analysis software.
Ability to work in a multi disciplinary team & support unexpected tasks.
Fluency in Bangla & good English communication skills are required.

Team management:
This role has no team management responsibility.
