World Learning seeks a short-term consultant to contribute to program design related to capacity and institutional strengthening for Lebanese higher education institutions (HEIs) in support of World Learning staff in preparation for upcoming higher education programming in Lebanon. The ideal candidate will bring expertise and experience in strengthening the capacity of HEIs to improve the quality of their programs, including international accreditation, and increasing learners’ labor market participation through HEI-industry partnerships.

Responsibilities

  • Provide technical expertise related to organizational capacity and institutional strengthening for higher education institutions, including increasing international accreditation of programs; other topics may include strategic planning, administrative and financial management, and collaboration with other stakeholders such as the private sector, international HEIs, and other local HEIs
  • Provide input and advice on design questions related to context, partners, approaches, and activities
  • Recommend appropriate interventions to overcome entrenched challenges
  • Conduct written reviews on content related to context, partners, approaches, and activities
  • Identify tools, strategies, approaches, or other solutions for design that would be vital for World Learning to understand and take into consideration
  • Gather additional information as needed

Requirements

Required Experience/Education:

  • Master’s degree in a related field
  • 8+ years of experience working in a similar capacity with international organizations is a plus
  • Experience with USAID projects is a plus
  • Applicants must be authorized to work in the location where this position is offered

  • Excellent organizational skills with high attention to detail
  • Excellent oral and written communication skills
  • Professional proficiency in written and spoken English
  1. Required Behaviors/Competencies:
  • Technical expertise in capacity development and/or institutional strengthening
  • Experience guiding educational institutions, preferably post-secondary, to achieve performance improvement
  • Familiarity with relevant capacity strengthening tools including USAID’s Human and Institutional Capacity Development tool and/or those targeted to higher education
  • Understanding of the higher education landscape in MENA and/or Lebanon preferred
  • Experience sustaining or supporting the creation of HEI – industry links and partnerships is a plus
