Job Title: Short-Term Consultant – Partnership Development
Closing date: 8th November 2021
Background:
A core element in ActionAid Arab Regions (AAAR) strategic approach is our partnership approach. Therefore, AAAR has recently developed an internal Partnership Policy to guide key staff members in our work and collaboration with local partners. AAAR is working mainly with Youth-Led and Women-Led Organizations and ensure localization of the response and capacity building of local actors. As part of this Partnership Policy, a full induction package about key AAAR Policies is provided to each local partner at the beginning of the partnership for compliance purposes .
AAAR current strategy paper “People’s Action for Equity and Social Justice in the Arab Region” 2018-2022 focus on three strategic programme priorities which are Youth civic and political engagement, Women’s Rights and Humanitarian response with focus on resilience, protection, and accountability. AAAR has decided to include Economic and Climate Justice in its new strategy as key components due to already existing and emerging needs in Jordan, Lebanon, and Tunisia.
AAAR is currently designing a four-year (2022-2025) programme funded by DANIDA to be implemented through local partners, in parallel of developing other projects. Currently, AAAR is looking to widen its initial partner mapping in Jordan to identify new potential partners related to the new thematic area of Climate Justice.
AAAR has already developed an induction package for local partners on key policy issues for compliance purposes, but this package needs to be revised (finetuned).
Objectives of the short-term Consultancy assignment:
· To revise the AAAR Partner Induction Package so it so it will be well-structured, user friendly for staff members and local partners
· To conduct an induction meeting for key AAAR staff members on the revised Partner Induction Package
· To enhance the AAAR local partner mapping (NGOs, CBOs and social movements etc.) to include potential local partners related to Climate Justice
· To suggest three-four specific local partners related to AAARs future focus on Climate Justice
· To carry-out organizational Partner Assessments of three-four potential local partners related to Climate Justice (based on AAAR management decisions) by utilizing AAAR Assessment tools
Scope of work:
The short-term Consultancy assignment will include close collaboration with AAAR Head of Programs and other key staff members.
The assignment will include but not be limited to:
· Read relevant background info such as draft AAAR Partnership Policy etc.
· Review and revise the current partner induction package with all key AAAR policy / compliance information, so it will be well-structured, user friendly for staff members and local partners
· Prepare and conduct a two-hour induction session to key AAAR staff about the revised Partner Induction Package, so key AAAR staff can carry out the local partner induction sessions in the future
· Read AAAR new program proposal to Danida to understand our specific focus related to Climate Justice
· Map key actors in the Climate Justice sector in Jordan e.g., major INGOs in this field, strong and vibrant NGOs, CBOs and social movements, etc.
· On the basis of the partner mapping, suggest AAAR three-four potential partners to collaborate with in the future – in alignment with AAARs new program proposal (see above)
· On the basis of AAAR management decisions on future partners, carry-out organizational partnership assessments related to three-four potential local partners
Key deliverables and timeframe:
The assignment shall be conducted between 15th November and 15th December: A total of 20 working days.
· A revised partner induction package with all key AAAR policy/compliance information, which is well-structured, user friendly for staff members and local partners.
· Carried out a two-hour induction session to key AAAR staff about the revised Partner Induction Package.
· A Mapping of key actors in the Climate Justice sector in Jordan e.g., major INGOs in this field, strong and vibrant NGOs, CBOs and social movements, etc.
· A brief document recommending (on the basis of the partner mapping) AAAR three-four potential partners to collaborate with in the future – in alignment with AAARs new program proposal
· Organizational partnership assessments reports related to three-four potential local partners
Skills and qualifications of the short-term Consultant:
· Solid experience from the NGO sector in Jordan – minimum five years
· Demonstrated experience working with partnership approaches in a Jordanian context, including solid experience mapping-out key actors, designing partnership tools such as induction packages in the past etc.
· Strong English writing skills and working in a very structured manner
· Good knowledge of key actors working in the sector of Climate justice
· Minimum a Bachelor’s Degree in relevant area of education
· Fluency in English and Arabic is mandatory

· Cover letter including the consultant’s suitability for the assignment and current contact information
· Curriculum Vitae of lead consultant/s with relevant consultancy experience in the area relevant for this TOR – please make a reference to other consultancy assignments in the same field.
· At least 2 recommendation letters from former clients that testify the applicant/s experience and performance.
o Technical offer; respond to the call for consultancy TOR, with specific focus addressing the purpose and objectives of the assignment, methodology to be used and key selection criteria.
· Financial offer; detailed budget breakdown based on expected daily rates in USD and initial work plan.
· Initial draft of the proposed work plan
Prerequisites for accepting Consultants offer:
· Prices are inclusive of value added tax for establishments officially registered with the Ministry of Finance; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax.
· The Consultants has to provide a valid deduct from source certificate along with the offer.
· Prices must be in JOD valid for 30 days from the closing date of proposal submission.
· Prices must include all expenses related to this consultancy e.g., travel, stationary, per diems… etc.
