Overview:

SERVIR is a USAID and NASA partnership that strengthens the talent and capacity of partner countries to integrate Earth observation information into environmental and natural resources management decision-making across key sectors, with a focus on climate-resilient outcomes, including improved climate change adaptation and mitigation. SERVIR harnesses the power of satellite data and science collaboration for development impact, driving prosperity and building resilience to climate change. SERVIR’s objective is to build in-region capacity to sustain the integration of Earth observation data, analysis, and Earth science into development decision-making in four main themes: agriculture and food security; water and water related disasters; land cover, land use change and ecosystems; and weather and climate. Air quality is a fifth theme, currently nested within weather and climate.

SERVIR is currently implemented through institutions in five hub locations, with a sixth anticipated in the near future:

  • The Regional Center for Mapping of Resources for Development (RCMRD) in Kenya serving the Eastern and Southern Africa region (SERVIR Eastern and Southern Africa).
  • The International Center for Integrated Mountain Development (ICIMOD) in Nepal serving the Hindu-Kush Himalaya region (SERVIR HKH).
  • The Asian Disaster Preparedness Center (ADPC) in Thailand serving the Mekong region.
  • The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) serving the SERVIR West Africa.
  • The International Center for Tropical Agriculture (CIAT) serving countries of the Amazon basin through SERVIR/Amazonia.
  • Anticipated work to be done in Central America under a new hub.

IBTCI is seeking short-term technical assistance (STTA) for experts with experience in the five main themes supported by SERVIR, working with data and technical tools developed from remote sensing, specifically with earth observation data. These assignments are contingent on contract award and client approval.

Responsibilities

Scope of Work:

  • Review tools developed by SERVIR with a focus on the applicability of data provided by these tools to address priorities in one or more of the five main themes supported by SERVIR services.
  • Contribute to the design and analysis for evaluations and assessments in one or more of these five theme areas, including assessment of uptake of data and use of tools among local partners.
  • Participate in learning events associated with the use and uptake of this data and services.
  • Review of training materials to advance uptake of SERVIR tools and data.
  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Minimum Requirements:

  • At least 8 years of experience in the design and/or analysis of data collected in one or more of the five theme areas relevant to remote sensing and/or earth observation data.
  • Ability to visualize, evaluate, and interpret factual data, and prepare concise, accurate and complete reports.
  • Effective communication skills to present and advocate for data, analysis, and visualization concepts, relevant USAID policies and guidance, data quality practices, etc., to USAID staff and IPs who have varying familiarity with monitoring tools and processes.

Education: An advanced degree in geography, urban and regional planning, statistics, economics, computer science, engineering, math, environmental science, agriculture or other relevant discipline is required.

Preferred Knowledge, Skills and Abilities:

  • Experience applying social media to similar tasks.
  • Understanding of network and network analysis.
  • Prior experience in working with the institutions associated with the hubs as listed above.
  • Prior experience working in the regional areas listed above.
  • Prior experience in working with NASA.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Working Environment: Work is typically performed in an office environment.
