Australian Infrastructure Financing Facility for the Pacific Support Unit

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) finances quality, climate resilient infrastructure projects in the Pacific and Timor-Leste.

The AIFFP is in the process of preparing, approving, and implementing a significant pipeline of projects to support the PNG power sector. The pipeline includes 5 major projects totaling up to US$252 million. Implementation of these projects will be the responsibility of PNG Power Ltd (PPL). The Project Director will assist with the planning, implementing, and overseeing of these projects. Each project will have a project management unit (PMU) set up within PPL to manage implementation.

The AIFFP is managed by the Department of Foreign Affairs and Trade, with support from Tetra Tech (the Support Unit). The AIFFP Support Unit provides advice and services to support the delivery of the AIFFP and its objectives.

Key responsibilities

  • Oversee the execution and completion of the transmission line, in accordance with the Project Administration Manual.
  • Prepare, update, manage and maintain a work program for the Tina River Hydropower Transmission System project.
  • Coordinate efforts with technical experts within the Project Management Unit to ensure that the project is delivered in accordance with project requirements.
  • Oversee the work of the PMU and the Head Contractor to ensure adequacy of the project’s implementation and its compliance with the PAM.
  • Conduct field trips to assess project progress including site visit, review of project documentation, etc.
  • Develop and implement strategies for stakeholder engagement and effective communication between AIFFP, SIEA, and other project partners.

Selection criteria

  • A high level tertiary technical qualification in a relevant Engineering, Construction discipline.
  • Over 10 years of demonstrable experience in project management and/or linear infrastructure delivery with significant experience in the utility sector.
  • Experience in the power sector with the management of projects over the entire life cycle of a project.
  • Experience on infrastructure projects, preferably within the Pacific Islands region. Experience in the Solomons or similar will be favourably considered.
  • Skills in Microsoft applications including Outlook, Word, Excel, PowerPoint, and MS-Project.
  • Strong experience in delivering energy projects utilising Australian/NZ standards or equivalent.
