Position Summary:
The Wildlife Conservation Society (WCS) is seeking an experienced, motivated Site Human Resources Manager to provide technical, administrative, and Human Resources support to a large and complex program in three protected areas and wildlife reserves in eastern DRC.
Based in Bukavu, Goma, and/or Kalemie in the DRC and placed under the technical supervision of the Director of Human Resources and administrative supervision of the Site Director, the Site Human Resources Manager is the key contact for HR of WCS RDC to his site of assignment in all matters relating to administrative personnel management.
The successful candidate will provide support to the needs of Human Resources in all departments of protected area management generally and to those of their assigned site in particular with an emphasis on personnel administration .
He/she will have to take care of the HR needs of the staff at his/her assignment site.
Main Tasks and Responsibilities:
- Supports the Country program and the Site of its assignment through the development, commitment, motivation and preservation of the human capital of the organization;
- Guarantee the strict application of internal regulations to all site employees.
- Propose necessary updates to respond to legislative changes or operational needs;
- To ensure that any administrative document issued within the department (employment contracts, pay slips, layoffs, dismissals, payment of any accounts, etc.) complies with national legislation;
- Supervise and manage all HR procedures and tools used in the remuneration of WCS DRC national employees (salary scale, job profiles, job description, health/accident coverage, per-diem, various allowances, right to housing, etc. .) and ensure their understanding and strict application in transparency and fairness;
- Collect and submit all monthly salary data from the site;
- Register new staff members with the local CNSS;
- Supervises and manages the performance evaluation system and ensures its objective application by helping line managers set objectives for management staff and definitions of technical skills to be assessed for non-management staff;
- Help department heads define their human resources needs in accordance with WCS RDC objectives and contribute to the development of job profiles.
- Must advise HR to validate and classify any new job profile and validate any modification to an existing job profile, in accordance with the job grid;
- Supports department heads and the site director in the HR management of their employees, and regularly organizes training workshops to ensure a good understanding and application of HR rules and procedures (modification of internal regulations, training needs, coaching, promotions internal, performance evaluation, etc.);
- Participates in the development of the HR budget in collaboration with the Director of Finance and HR, based on future operational needs, training plans, periodic proposal for revision of the salary scale when the need arises, etc. ;
- In close collaboration with department heads and site managers, supervises the recruitment process of all WCS RDC national employees (local and national), following the principles of fairness and transparency, encouraging female candidates, and controlling their compliance with the rules and procedures in place (internal regulations);
- Support the HR Director in updating the organization charts of the different departments to follow up on the HR changes observed and transmit them to Management for validation and implementation;
- Organizes annual plenary information sessions to ensure that each employee has knowledge and understanding of HR tools and regulations and keeps them informed of any legislative and procedural changes;
- Responsible for defining an annual training plan for their particular site to meet individual needs identified during assessments and general operational needs;
- Support HR in defining the hierarchical responsibility of HR department staff (identification of needs and structure, definition of job profiles, recruitment monitoring, reception, coaching, performance evaluation, training, etc.), in order to optimize the size and skills of the department and ensure the personal development of each person);
- Carry out any other related task that may be entrusted to you by your supervisor.
Minimum requirements for the position:
- Higher education diploma (BAC +5) in public administration, business administration, law or management;
- At least seven (7) years of experience in administration or human resources management in international organizations, conservation sector would be an asset;
- In-depth knowledge of labor legislation and human resources best practices;
- Perfect command of French and English;
- Mastery of the IT tool of the Office pack particularly with a developed interest in working with Excell.
