Summary

Save the Children is seeking a Social and Behavior Change/Community Engagement Advisor for the Yemen Round under the Moving Integrated, Quality Maternal, Newborn, and Child Health Services, Voluntary Family Planning, and Reproductive Health Care (MNCH/FP/RH) to Scale (MOMENTUM) Annual Program Statement. The Yemen Round will improve maternal, newborn, and child health outcomes in at least 20 Republic of Yemen Government (ROYG) districts by focusing USG assistance on improved access, utilization and quality of high impact Reproductive, Maternal, Newborn and Child Health (RMNCH) services in selected governorates of the country.

The Social and Behavior Change (SBC)/Community Engagement Advisor will oversee provider behavior change, community engagement, and demand generation as part of a full SBC portfolio. They will be responsible for leading the development, planning, and implementation of a SBC strategy and SBC interventions across the activity. This includes guiding formative research; leading design of tools and support materials as well as monitoring the progress of activities to ensure a consistent and coherent execution of interventions.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  • Guide SBC-related qualitative and quantitative formative research components under leadership of the MEAL team to inform the SBC strategy development.
  • Lead SBC strategy development and provide technical guidance and coordination for the participatory design and implementation, particularly at household and community levels (includes: interpersonal communication, mass and social media; community mobilization and advocacy; capacity strengthening; monitoring and learning).
  • Lead the development and implementation of effective provider behavior change and social accountability approaches at facility and community levels.
  • Lead and provide technical guidance for the development, adaptation, field testing, and effective use of state-of-the-art SBC approaches, materials, tools and job aids in support of improved outcomes in RMNCH.
  • Train and mentor staff on the implementation of the SBC strategy, approaches, tools, and job aids.
  • Support the development of effective SBC M&E indicators and evaluation designs.
  • Lead material and activity field testing design and implementation.
  • Support SBC capacity strengthening and strategies to improve community-led advocacy and community mobilization.
  • Foster and maintain effective, professional relationships with a broad range of community, public, and private sector counterparts.
  • Identify and supervise technical deliverables of SBC consultants, design agencies, and mass media production houses.
  • Ensure timely and quality completion of all relevant program deliverables and reporting.
  • Document SBC and community mobilization approaches, successes and challenges to support programmatic and sector-wide learning.
  • Generate timely information regarding SBC strategy effectiveness, feeding this information into collaborating, learning, and adapting (CLA) processes and leading necessary adjustments.

Required Qualifications

  • Master’s degree in public health, health promotion, health or mass communication, behavioral sciences, community development or other social science discipline.
  • Minimum of seven years of progressively increasing technical responsibility leading to a senior level of SBC expertise is required, with demonstrable time and experience working on RMNCH or nutrition programming, including but not limited to behavioral sciences, health communication or social marketing campaigns and community engagement/community capacity strengthening.
  • Demonstrated experience in the development of integrated social and behavior change strategies.
  • Experience managing SBC including creative, strategic communication design, and media/materials development (mobile phones, print and/or television). This includes meaningfully engaging stakeholders and community collaborators in the design, pre-testing, production, and refinement of communications materials.
  • Experience working at community level in programs that require active engagement and co-creation with families and the community in similar contexts.
  • Experience with designing and implementing participatory research and/or SBC implementation monitoring and evaluation a plus.
  • Experience working in Yemen or MENA region supporting similar work.
  • Strong capacity to write strategies, reports, documentation, success stories, etc.
  • Demonstrated excellence in participatory facilitation.
  • History of engagement with USAID or development donor funded initiatives is highly desirable.
  • Strong oral and written communication and presentation skills in English and Arabic.
