Social Behavior Change (SBC) Specialist – USAID/Mozambique Transform WASH

Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Social Behavior Change (SBC) Specialist position on a USAID-funded program Mozambique.

The anticipated Mozambique Transform WASH Activity (Transform WASH) will be a 5-year project focusing on WASH governance, access to WASH services, behavior change (BC), and gender equality in small towns, rural growth centers, and peri-urban settlements, primarily in Cabo Delgado, Nampula, and Zambezia provinces. Transform WASH will strengthen WASH sector governance through participatory dialogue with the Government of the Republic of Mozambique (GRM) counterparts coupled with a focus on capacity building to strengthen local systems, expand availability of water and sanitation services by catalyzing domestic private resources to complement public sector investments, and accelerate adoption of key WASH behaviors that not only lead to improved health outcomes, but also address sustainability by ensuring that investments in physical infrastructure are used and maintained.

Working under the overall direction of the Chief of Party (COP), the Social Behavior Change (SBC) Specialist is responsible for leading the overall design and implementation of SBC activities and interventions to accelerate uptake and maintenance of key hygiene behaviors among households and institutions. Behaviors may include, but are not limited to, treatment of household water, handwashing with soap, and menstrual hygiene management (MHM).

Responsibilities:

* Lead the development of comprehensive, gender-integrated, SBC interventions to increase uptake and maintenance of key water and hygiene behaviors, including but not limited to communication campaigns, structural approaches (i.e. making access to water and soap available when needed) as social determinants of behavior, and structural interventions (cues, reminders) to promote habit formation.

* Use findings from the formative research study conducted by the Water, Sanitation, and Hygiene Partnerships for Learning and Sustainability (WASHPaLS) project to develop evidence-based, strategic SBC activities addressing behavioral determinants that lead to improved hygiene and contribute to the success of the other Transform WASH components.

* Lead and conduct and assessment of various BC interventions implemented by USAID and other development partners in Northern Mozambique.

* Analyze assessment results and use this analysis to inform the design and implementation of Transform WASH SBC component, including a final list of behaviors (to be agreed upon with USAID).

* Develop holistic set of interventions to increase adoption of agreed upon behaviors and address harmful gender norms.

* Work closely with the GRM and other WASH stakeholders (i.e. CSOs, NGOs, the private sector) in developing the SBC interventions with a strong focus on building local capacity to design and implement evidence-based SBC interventions.

* Support efforts to build capacity of local organizations to deliver and implement comprehensive, gender-informed, SBC strategies to increase adoption of key water and sanitation behaviors.

* Communicate/work with key stakeholders at national and subnational levels, including other implementing and development partners working in the target areas across various sectors to coordinate activities and avoid duplication of efforts.

* Identify opportunities for partnering with organizations led by women and young entrepreneurs through grants or other mechanisms.

* Conduct regular visits to project sites, as possible, to provide technical assistance, and ensure proper implementation and monitoring of project activities;

* Actively support the COP in preparing annual workplans, quarterly progress reports, and all other major project deliverables.

* Contribute to ensuring the quality of project outputs and provide technical guidance to related field interventions.

* Other duties as assigned by the Chief of Party.

Qualifications:

* Master’s degree in one of the following fields: public health, environmental health, adult education, health promotion, or other related fields, or equivalent combination of education and work experience.

* A minimum of eight years of relevant experience working with developing countries’ governments, CSOs, NGOs, and/or the private sector.

* Experience and ability to design and manage comprehensive WASH and behavior change initiatives that are based on identification of influential social and behavioral determinants of WASH behaviors for priority audiences.

* Demonstrated experience in providing trainings.

* Strong negotiation skills, and ability to develop relations with local counterparts, donors, and other stakeholders. Knowledge of Mozambican media preferred.

* Excellent analytical and organizational skills. Willing to regularly visit the project sites.

* Strong diplomatic and interpersonal skills.

* Knowledge of USAID branding and communications desired.

* Cultural sensitivity, integrity, and ability to work with minimum supervision and under pressure.

* Fluency in English required. Portuguese is preferred.

* Mozambican nationals strongly encouraged to apply.
