Social Behavior Change Specialist for Clean Cities Blue Ocean At Tetra Tech

The USAID-funded Clean Cities Blue Ocean (CCBO) project in the USA, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a SBC Specialist. This position will be located in Lima, Peru.

The SBC Specialist will be responsible for interpretation of existing research results on behavior change, oversight of SBC strategy development and roll out, for which the environmental education strategy to promote the proper management of solid waste in the cities prioritized by the program may be part. In addition, he/she will be responsible for strengthening the local government´s capacities for the implementation of the SBC strategy -currently termed information and communication strategy. ​

Responsibilities:

*Become familiar with and reanalyze as necessary results of CCBO research study on behavior change to promote SWM in cities prioritized by CCBO

*Accompany and supervise the grantee in the implementation of the SBC strategy, to include communication and education strategy to promote responsible consumption, segregation, as well as the adequate disposal of solid waste, in the cities prioritized by the Program; ensure that the strategy is research-based and incorporates communities and local governments as partners.

*In coordination with the Capacity Development and Governance Manager, strengthen the awareness and capacity of the local government´s staff from the site areas for the implementation of the SBC strategy.

*Support the development of local management instruments that allow institutionalizing policies or programs in the area of SBC, considering the underlying reasons for behavior and indicators of what the population of the cities are willing to do to support good SWM practices.

*Learn what Trials of Improved Practices are and how they are conducted (from CCBO headquarters staff) and, if necessary, be prepared to conduct a small TIP.

*Propose and organize forums, events, community outreach, activities that address the underlying causes of behavior to help people to change, and activities to support the knowledge and repetitive behaviors needed to segregate waste and other activities that promote behavior change in citizens for sustainable waste management, recycling, and reuse, as well as understanding and addressing the reasons preventing people from agreeing to payment for cleaning services.

*Promote articulation and coordination with social organizations, as well as public and private actors, for the promotion of good environmental practices in matters related to solid waste management and institutionalizing recycling.

*Ensure that CCBO implementors (sub-contractors and grantees) take into consideration SBC principles when carrying out information and communication activities.

*Provide technical assistance to the grantees that are implementing activities related to promoting social and behavior change.

*Hold discussions with stakeholders/local experts to identify local champions for Reduce Re-use Recycle (3R)/ Solid Waste Management (SWM).

*Monitor and accompany the local beneficiaries of CCBO Peru and / or municipal officials, in the implementation of activities, within the framework of the social and behavior change strategy.

*Contribute with the dissemination and systematization of best practices generated in the cities prioritized in coordination with the MEL specialist.

*Propose and implement a strategy to disseminate the information generated in the cities to strategic stakeholders. Act as technical coordinator for a grant or subcontractor, when required.

*Maintain regular communication with the CCBO Perú team and with the CCBO Social and Behavior Change Director

*Share activities and draft strategies and activities with the CCBO Social and Behavior Change Director and Any other task assigned by the Country Director.

Qualifications:

*Master’s in Sustainable Development or other relevant discipline

*Minimum eight years of work experience; of which:

*At least five years of experience in the design, planning and implementation of advocacy strategies for behavior change, at the national level.

*At least 3 years of experience working with or within local government

*Experience working with multiple stakeholders: government, private sector, civil society, and NGOs.

*Experience in municipal solid waste management, ocean plastics, materials management, recycling services preferred but not required.

* Fluent Spanish and Limited working proficiency in English

*Proactivity, Creativity, Collaboration, Adaptability, Emotional Intelligence, Problem solving.

*Proven capacity building and training skills.

*Ability to travel within the country up to 40% of the time.

*Ability to work under pressure and in teams.

*Proactive and resourcefulness.
