Overview of position
- Our client was established in 1997. They lead, coordinate & implement mine action under United Nations (UN) legislative mandates of both the General Assembly (GA) & the Security Council (SC). Our client supports the UN’s vision of “a world free from the threat of mines, Explosive Remnants of War (ERW) including cluster munitions & Improvised Explosive Devices (IEDs), where individuals & communities live in a safe environment conducive to sustainable peace & development where no one is left behind, where the human rights & the needs of victims are met & where they are fully integrated as equal members of their societies.”
- Our client is a unit within the Office of Rule of Law & Security Institutions (OROLSI) within the Department of Peace Operations (DPO). Our client operates under UN legislative mandates of both the GA & the SC, or at the request of the UN Secretary General or his designated official. When instructed by the SC or called upon by member states, our client deploys under humanitarian, peace & security mandates. Our client main Head Quarters (HQ) is in the UN Secretariat, New York with a sub office in Geneva. They provides direct support & assistance in the areas of explosive ordnance threat mitigation to 18 countries / territories / missions, has a standby rapid response capacity & global Technical Advisors in the field of IED’s & Weapons and Ammunition Management (WAM). As an office within DPO, our client supports peacekeeping & special political missions in accordance with SC mandates.
- Our clients Iraq program was formally established in June 2015, at the request of the UN Under Secretary General for Peacekeeping Operations (DPKO) & the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national & regional mine action capacities. Our cleint is supporting multiple layers of operations under their Iraq Strategic Plan (ISP) which focuses on three main component namely, technical support, Explosive Ordnance Risk Education (EORE) & Explosive Hazard Management (EHM). Our client in Iraq has offices in both Baghdad & Erbil.
- The objective of this consultancy is to develop a Behaviour Change Communication (BCC) study & strategy to support the national authorities & EORE actors in Iraq to better understand the key social & behavioural barriers & drivers that affect Iraqis’ knowledge & decisions towards explosive ordnance in Iraq.
- Landmines, ERWs & IEDs continue to pose a serious threat in Iraq, where most areas retaken from Islamic State in Iraq and the Levant (ISIL) are still heavily contaminated with IEDs & ERWs. The presence of IEDs remains a key protection concern as it poses a threat to the security & safety of people living in affected areas & hamper safe, sustainable & dignified returns to the Internal Displaced People (IDPs).
- Assessments confirm that most of people living in areas with contamination of EO continue to risk death & injury due to several reasons, either they are forced to enter contaminated areas for livelihood options, deliberately adopting dangerous behaviour, or lack of knowledge on the safe behaviour. As a result, the need for Bahaviour Change Communication (BCC) is essential to reduce / prevent the Explosive Ordinance (EO) casualties as the BCC considers the various audience segmentations & how best to connect with each audience to change their behaviour around EO. Also, The EORE activities / materials in Iraq will be adjusted / improved based on the BCC findings.
Role objectives
Under the direct supervision of the Explosive Hazard Management – Team Lead (EHM – TL), the Social BCCS Consultant will be responsible for the following duties & responsibilities:
Research & analysis:
- Conduct an analysis of the current EORE practices in use, with a SWOT framework & EORE material audit.
- Conduct Key Informant Interviews (KII) with Focus Group Discussions (FGD’) with national mine action authorities & EORE NGO’s, taking into consideration representation of the diversity of local contexts.
- A minimum of 2 FGD’s (federal Baghdad, Iraq & Kurdistan Region of Erbil, Iraq).
Communication strategy development:
- Analyse the EO contamination problem in Iraq, contamination type, people at risk, available communication channels in Iraq, existing EORE activities & how it can be changed with a behaviour change communication lens.
- Conducting exercise / workshop with the key stakeholders to envisage for the development of the strategy based on the findings of the design exercise (research & analysis).
- Identify the different psychological, social & environmental factors that could be used to determine separate messaging for different audiences.
Expected output:
- The final report will provide recommendations and examples on how to adjust the EORE system & methodologies in Iraq to reduce the casualties of high risk behaviour.
- Based on the BBC study & strategy findings, develop a new communications approach in order to improve the existing materials / activities & practices of safe behaviours towards the EO in Iraq.

Key competencies
- Advanced University Degree (Masters or equivalent) with 5 years of relevant experience or first level University Degree (Bachelor or equivalent) with 7 years of relevant experience.
- Experience in EORE techniques & methodologies.
- Demonstrated experience with the development of research & analysis strategies adapted to regional contexts.
- Strong understanding & use of the human rights based approach to programming, results based management, gender transformative & disability sensitive approaches, conflict sensitivity & other priorities of the global human development agenda as currently exemplified through the Sustainable Development Goals (SDGs) & priorities under our clients strategic plan.
- Demonstrated adherence to the highest ethical standards, including the core UN values of integrity, professionalism & respect for diversity.
- Sensitivity to diversity, good analytical, negotiating, advocacy & report writing skills.
- Fluency in oral & written communication in English, which will be the primary language of communication with the donor.
- Ability to work not only in development contexts, but also in the complex environments of humanitarian settings in a volatile security environment, preferably with 2 years of previous experience in Iraq or in similar contexts.
- Fluency in English is essential.
