CONTRACT LENGTH: One Year renewable

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The SBC for Education Advisor leads, coordinates, and oversees all the education components of the project. The post holder will work closely with and report to the Deputy Chief of Party, based in Grand Gedeh to ensure an integrated response and programmatic approach. S/he will also work closely with the School Health Nutrition (SHN) advisor and the MEAL Manager to ensure a coordinated response and timely and quality delivery of programmes. S/he will also liaise closely and effectively with counterparts at Mercy Corps, and at the Ministry of Education.

The SBC for Education Advisor is the focal point for all the education components of the Liberia LEARN II program with the responsibility to provide technical oversight of the implementation of the program in the four operational counties. The SBC for Education Advisor will ensure that the project delivers on its educational objectives, bringing an SBC lens to promote gender equitable and inclusive education; to challenge harmful norms, and to engage all stakeholders positively to improve the quality and the sustainability of education. Tasks will include: to collaborate with MOE to roll out the READ Liberia program to help children learn to read; to promote the commitment and attendance of teachers; to promote schools as nurturing, safe, inclusive and gender- equitable learning spaces; to develop, pilot, and measure an SBC approach to improving the educational experience for all children; to engage community and family as partners in the education process;

The SBC for education advisor will liaise at the national level with other US government projects, other donors and programs, and the Ministry of Education for efficiency, impact, and sustainability. S/he/He will support the MOE to build the skills of teacher trainers at Webbo Teacher Training College; and lead a ‘women in education’ initiative.

Role Dimensions: Liberia LEARN II will operate in 4 of the 15 counties in the country – Grand Gedeh, River Gee, Grand Bassa, and River Cess

KEY AREAS OF ACCOUNTABILITY :

  1. Thematic Leadership and Strategic Planning
  • Provides expertise and leadership to the project to develop an SBC approach to education.
  • Periodically analyzes the child rights situation in relation to education (learning and violence free schools) in the country and feeds this into the country office’s assessment and planning process
  • Actively participates in national working groups related to education.
  • Program Quality Assurance and Technical Support
  • Serves as the lead technical resource in state-of-the-art programming and advocacy on education,
  • Builds the capacity of and provides technical support to Education and chool Health and Nutrition (ESHN) Mobilizers to enable them to meet agreed results and effectively execute the literacy and protection in schools.
  • Ensures that all field offices and partners achieve the required standards needed in implementing education by working with the MEAL team to develop relevant tools, quality benchmarks, designing modules, and providing materials, etc.
  • Coordinates with the SHN Advisor and the Agriculture Specialist to minimize duplication and improve effectiveness of the interventions.
  • Collaborates closely with the SC US lead learning and empowerment advisor to develop and support high quality initiatives related to improving all children’s learning
  • Networking, Partnership & Advocacy
  • Regularly conducts mapping of key players and stakeholders in education, and identifies strategic networks and partnerships
  • Supports in defining and implementing the LEARN II’s national advocacy agenda
  • Establishes and maintains active working relationships with key national partners on education such as government, bilateral and multilateral agencies, civil society organizations and networks, and ensures that key messages of the country office are clearly shared and communicated
  • Represents LEARN II in cluster meetings and ensures that the program’s agenda and perspectives are articulated
  • Monitoring, Evaluation Accountability and Learning (MEAL)
  • Participates in and/or supports the conduct of needs assessments, bringing an SBC lens where possible
  • Leads the education design of the annual detailed implementation plan in accordance with the program’s Results Framework.
  • Supports the establishment of monitoring, evaluation and accountability mechanisms and processes related to education and ensures that inputs, results and impact related to these are effectively monitored and evaluated
  • Leads the analysis and consolidation of the program offices’ and partners’ progress in achieving the sub-thematic objectives, results and indicators, and generates recommendations for program development and advocacy
  • Contributes to the identification, and documentation of best practices and lessons learned for advancing specific child projection and development issues
  • Presents Save the Children’s experiences in local, national and international forums
  • Assists in the drafting of reports, reviews reports generated by the field offices, ensuring that all these reports meet the organization’s and the donor’s standards; where relevant, consolidates field offices’ and partners’ reports for submission to the donor

  • QUALIFICATIONS

Minimum Bachelor’s degree in education, SBC or related subject

  • EXPERIENCE AND SKILLS

Essential

  • Commitment to and understanding of child rights and gender equality.
  • Experience with Social Behaviour Change strategy and tool development and implementation
  • At least 5 years managing NGO projects
  • Experience working withd government
  • Excellent interpersonal, communication and presentation skills.
  • Experience in training and capacity building and willingness to dedicate time to staff and partner development
  • Experience of and commitment to working through systems of community participation and accountability
  • Experience of managing a team and ability to support staff in challenging circumstances
  • Fluency in written and spoken English and substantial experience in writing clear and well-argued project reports to donors.
  • Ability to analyze information, evaluate options and to think and plan strategically. Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Adaptability, flexibility and creativity, in a complex work environment
