Médecins Sans Frontières , an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in around thirty countries.
As part of a replacement and increased activity, we are looking for a:
Social worker in Montreuil M/F
Context :
In December 2017, MSF opened a reception centre for newly arrived minors, who are appealing to the juvenile court to have their minority recognised. Today, MSF has three operational programmes in the Paris region:
- A day centre in Pantin for unaccompanied minors (MNA), refused departmental assessment, in their process for recognition of their minority (access to legal and social support, access to somatic and mental health care, referrals to common law)
- Around twenty accommodation places in houses in Montreuil for unaccompanied minors (girls and boys) and more particularly for those with a medical condition (somatic or mental health), with educational support (sheltering during the appeal). Since mid-2024, the project has been refocused mainly on the public of young unaccompanied minor girls in appeal.
- A mobile health monitoring team (currently operating 1 day/week) which offers free care to a precarious general public without social security coverage or access to care.
Main Mission:
Within a team of social workers and under the responsibility of the Accommodation Manager, the social worker is responsible for the overall support (education, health, access to rights, professional integration, etc.) of young people who are referred to the “Passerelle” accommodation system, in collaboration with the multidisciplinary team of the Pantin center and in partnership with external services.
The social worker also contributes to the consolidation of the system, participates in the spaces for reflection and implementation concerning the organization of accommodation and the care of young people.
Responsibilities:
Reception and management of daily life:
- Ensure the admission and reception of young people in the accommodation system.
- Create a quality, trusting relationship with the young people we welcome.
- Ensure understanding and respect for the framework, as well as the rules of life and safety.
- Involve the young people accommodated in the organization of daily life and the inherent tasks.
- Encourage the empowerment of young people accommodated, and support their integration into society.
- Participate in the management of accommodation (inventory monitoring, food shopping, etc.)
- Organize community life and lead weekly meetings.
- Bring daily life to life in the accommodation by proposing and implementing actions involving young people, in order to encourage their autonomy and their involvement in community life.
- Ensure that the accommodation is kept in good working order and clean by involving young people.
Support for unaccompanied minors in appeal:
- Assess the needs of young people relative to their situation.
- In collaboration with the multidisciplinary team of the Pantin Center, develop individualized projects structuring the support of young people, guaranteeing their participation and the expression of their choices. Ensure the monitoring and support of young people in their administrative procedures (lawyer link, support in court, access to rights), medical (monitoring of appointments and progress), school and professional integration (initiate with the young person and according to their project access to schooling, explain the steps for professional integration).
- Direct young people towards external services corresponding to their needs and ensure the follow-up of these orientations as well as the various partnerships
- Guarantee the anticipation of the end of accommodation support (end of appeal to the judge, access to majority, ASE support) by supporting young people in carrying out the necessary steps to access the appropriate common law systems (different depending on whether or not they obtain ASE placement).
Teamwork and administration:
- Report to your superiors any problem related to the safety or health of young people.
- Report regularly to your superiors on your activity, including any participation in a meeting or external activity.
- Participate in team and individual meetings required by their hierarchy and/or MSF managers, as well as in multidisciplinary work with the medical (nurses and psychologists), social and legal (cultural mediators, social worker, lawyer) teams at the Pantin center.
- Produce, as a team or individually if justified, any educational support necessary for their work (protocol, monitoring report, individual interview).
- Collect qualitatively and transmit the requested data (reports/transfers).
- Ensure that all information relating to the young person is kept confidential (protection of personal data – sharing of confidential information)
- Take care of the facilities, equipment and materials at your disposal.
- Collaborate with other team members to contribute to the logistical management of accommodation.
Profile sought:
Formation :
Diploma in social work required (ES, AS, CESF)
Experience :
Minimum two years in a similar position. Experience required with migrants, particularly women and unaccompanied minors, and/or in child protection.
LANGUAGES :
French and English required. Knowledge of one of the following languages is a plus: Bambara, Soninke, Dioula, Pular.

Conditions :
Fixed-term contract (CDD) 12 months, renewable.
€2,743.06 gross monthly over 13 months. 22 days of RTT per year. Health insurance 100% covered by Médecins Sans Frontières. Meal vouchers with a face value of €11.00 (60% covered by MSF). 50% coverage of public transport tickets or equivalent.
Position based in Montreuil with frequent travel in Ile-de-France to be expected. Position to be filled as soon as possible.
