Purpose of the Position:
The purpose of the position is to provide support in analyzing, designing and implementing high-quality web portals, learning and content management solutions for UNICC and its partner and clients.
Objectives of the Programme:
The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.
Main duties and responsibilities:
The incumbent will work under the direct supervision and guidance of the Head, Digital Business Solutions (DDD) within the Digital Delivery Division (DD). In consultation with the Head, DDD, the incumbent will support Digital Delivery Division teams in analyzing, designing and implementing information systems and liaise with end users, software vendors and programmers in order to achieve intended outcomes for UNICC and its partners and clients, in close collaboration with other UNICC Teams. The incumbent will perform the following tasks:
- Lead and manage a team of developers, designers, and content specialists, ensuring optimal performance and collaboration. Continuously assess team performance and provide feedback, coaching, and professional development opportunities
- In collaboration with the Head, DDD, develop and implement project plans, timelines, and budgets for web portal, learning and content management solution projects
- Work closely with clients to understand their needs, translate their requirements into technical specifications, and ensure that solutions meet or exceed expectations
- Collaborate with the Business Relationship Managers to identify and develop new business opportunities
- Coordinate the development of business cases for Content Management, Training and Learning Management delivery projects in collaboration with Head Digital Delivery and customers.
- Develop and maintain technical documentation, including project plans, system architecture, and user guides
- Ensure that all projects adhere to industry standards and best practices for accessibility, usability, and security
- Ensure compliance with Project Management Office (PMO) delivery and risk mitigation standards
- Establish and maintain relationships with vendors and third-party service providers
- Support the key business stakeholders in transition management to operation; ensuring that business as usual is maintained during the implementation of any new IT projects and the changes are effectively integrated into the business
- Follow the UNICC DevSecOps guidelines and support UNICC DevSecOps related initiatives

Recruitment Profile
Experience and Skills required:
Essential:
- At least five (5) years of professional experience, with relevant exposure to:
- Software development life cycle
- Software development process improvement
- Web development
- Usage of various development tools and methods;
- Customer experience best practices and techniques.
- Proven team management experience, with a track record of successfully delivering projects
- Proven experience in designing and implementation of solutions based on open source technologies, modern tools, frameworks and platforms like Drupal, WordPress, Magento and Joomla.
- Excellent knowledge and experience of development on-premises, cloud (AWS/Azure) and hybrid solutions.
- Proven experience in designing and delivering learning management solutions based on Moodle and other SaaS services
- Strong analytical skills with ability to gather requirements and develop management frameworks and templates.
- Experience of standard project management methodologies and frameworks such as PRINCE2, SCRUM and / or AgileExperience with web accessibility standards and best practices
Education*:
Essential:
- First university degree in Information Technology or a related technical field
Desirable:
- Advanced university degree in Information Technology or a related technical field
- Agile Project Management related certifications
- Any certification in the following area: System Architecture, Web application design, Business Analysis, Agile development and Content management solutions
Languages:
Essential:
- English: expert knowledge is required
Desirable:
- Beginner’s knowledge of Spanish or Italian is desirable

Compensation:
Annual Salary Estimation (net of tax at single rate):
- Brindisi (Italy), including post adjustment (26,3% on September 2023): US$ 81,102.
- Valencia (Spain), including post adjustment (30,3% on September 2023): US$ 83,670.
