About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

PLMSP will need to respond at short notice to ad-hoc requests on specific policy, thematic and cross-cutting issues relating to the PALM scheme. These requests will generally take the form of Tasking Notes identifying specific research, monitoring, and reporting deliverables as well as required short term coordination functions. The Special Projects Manager will manage and coordinate all aspects of responses and tracking of these requests.
This is a fixed term opportunity required for 3 years with possibility of extension. Based in Brisbane or Canberra.

The Special Projects Manager will be responsible for:

  • Overseeing special projects from inception to completion, including ad-hoc requests, ensuring timely and high-quality deliverables.
  • Providing written policy feedback, ideas, and advice to DFAT on emerging issues, and develop talking points for senior officials.
  • Managing recruitment, procurement, and coordination of resources, and maintain effective relationships with clients and stakeholders.
  • Producing data-driven briefings, research, and reports, and provide regular progress updates to senior management and key stakeholders.
  • Introducing new ways of working through AI and technology, and provide surge support for other key program activities and emerging initiatives.

We are seeking an individual who will bring:

  • Tertiary qualifications in management, economics, or a related discipline.
  • Minimum 5 years in policy and/or project management, with strong organizational and project management abilities.
  • Excellent understanding of Australian Government processes and contemporary policy issues related to migration, economics, and Pacific geo-politics.
  • Excellent written and presentation skills, and experience in convening and facilitating interactions between diverse groups.
  • Proven ability to build and maintain productive relationships with diverse stakeholders, including government, civil society, and the private sector.
