Job Summary
The Talent Acquisition Specialist II (TAS) is responsible for working with their respective hiring managers to assess current and planned talent needs and to present candidates slates that are qualified, diverse, and aligned with CRS mission and values. The TA Specialist is responsible for developing and maintaining a large network of current and potential candidates for key positions and for working collaboratively with other specialists, ensuring C RS can identify and secure high performing / high potential staff.

Roles and Key Responsibilities

  • Develop and maintain strategic relationships with respective hiring managers; work closely with them to identify current, planned, and potential openings
  • Proactively use social media and other resources (professional associations, alumni networks, etc.) to build and maintain a large network of prepositioned qualified candidates
  • Working in partnership with hiring managers, develop and monitor recruitment strategies for all current openings
  • Identify and secure highly qualified staff for major donor funding opportunities (grants and contracts); ensure potential candidates are aligned with donor requirements and expectations
  • Act as a strong ambassador for CRS, articulating compelling employee value propositions based on CRS opportunities, core values, and total compensation.
  • Advise and support hiring managers in conducting strategic and insightful interviews, including competency-based assessments
  • Work with compensation and hiring managers to present total compensation offers that are compelling and compliant.
  • Perform and promote all activities in compliance with equal employment, OFCCP and nondiscrimination policies. Follows federal and state laws, agency policies and professional standards.
  • Other duties and recruitment -related projects as needed to support strategic talent acquisition for the agency, including internal and external representation.

Preferred Qualifications

  • Master’s degree
  • International development experience
  • Experience using Oracle Recruitment Cloud (ORC) is preferred. Experience with Taleo is desirable
  • Prior experience as a systems administrator for an ATS is preferred/or strong desire to learn/do technical systems administration
  • AIRS CIR is preferred
  • Some knowledge of /experience with staffing for US government contracts

Supervisory Responsibilities: None
Key Working Relationships:
Internal: Hiring Managers (US Based and some Country/Program/Regional), HR staff, internal candidates/applicants, regional, country, and divisional leadership
External: External candidates/applicants, external networks
Basic Qualifications

  • Bachelor’s degree
  • Minimum 4 years’ experience as a recruiter
  • Experience working with and sourcing diverse candidates
  • Experience working with applicant tracking systems (ATS)
