Specialist in Assessment, Monitoring, and Learning for the Support Activity for Forests and Biodiversity At Tetra Tech

The Forest and Biodiversity Support Activity ( FABS ) funded by USAID in Central Africa, implemented by Tetra Tech International Development (www.tetratech.com/intdev), currently accepts expressions of interest for a ( e ) Specialist in Evaluation, Monitoring, and Learning. This post will be located in the main office of Kinshasa, Democratic Republic of Congo.

The Specialist in Evaluation, Monitoring and Learning ( MEL ) is responsible for implementing the monitoring, evaluation and learning plan for ( AMELP ) activities, which describes all the tasks of collecting, analyzing and reporting the data to be carried out during the duration of FABS. The MEL Specialist ensures that the data generated by the activities and interventions are collected in a reliable and precise manner in good time and that the data is used to support the collaboration, adaptation and learning program ( CLA ) of the project. The MEL Specialist will work in close collaboration with technical specialists in the activity, subcontracting partners and beneficiaries of grants to provide training, mentoring and quality control of systems, policies,MEL procedures, models and forms. The MEL Specialist is responsible for ensuring the supervision and integrity of MEL systems; his in-depth understanding of the project indicators and data collection methods is therefore essential to carry out the tasks described below.

Responsibilities:

* Provide formal training to FABS team members, grant recipients, partners and other relevant stakeholders on systems, policies, procedures, MEL models and forms of the project.

* Ensure that data from all – activities are carried out by Tetra Tech personnel, grant recipients or subcontractors or data from secondary sources – are entered into a project database established according to a rapid, effective and efficient process, and that they are correct, correct, and reliable and verifiable.

* Ensure that all project indicators and other data sets are correctly stored on Airtable and digital platforms ( the cloud-based file management system Tetra Tech ) and have clear links with supporting documents also saved on the same platforms.

* Perform monthly, quarterly and annual checks to ensure that the data have been collected precisely from the beneficiaries of the program.

* Perform an internal data quality assessment ( DQA ) directed by MEL staff at the Home Office of Tetra Tech and, if necessary, participate in the client-led DQA and provide support for the preparation of reports.

* Ensure submission of data, including spatial data, to necessary customer databases, including submissions to USAID’s Development Data Library (DDL), to be coordinated with Tetra Tech Home Office MEL staff .

* Contribute to and facilitate the coordination of the writing of concise and summary reports against indicators for quarterly and annual progress reports, writing detailed explanations for any actual indicator value that has a variation of ±10% for target.

Qualifications:

* A University Master’s degree in monitoring and evaluation, international development / social sciences, business administration, or environmental sciences (an experience of +5 years in the MEL can replace the master’s degree).

* Must have at least three (3) years of experience developing and managing MEL programs for international development, preferably with contract experience at USAID.

* Computer knowledge and proficiency in Microsoft Office applications (Excel, Word, PowerPoint, etc.); Experience with mobile data collection and database management required; Experience using Miradi, GIS, and Airtable desired; Specific knowledge of MEL in the context of natural resource management or related programming is an asset.

* Professional fluency in French is required. Fluency in English is preferred.
